기본소득론 관점에서 본 기초자산제의 의미와 한계

이 글은 기본소득론의 관점에서 기초자산제의 의미와 한계를 분석하는 것을 목적으로, 기본소득과 기초자산이 공통의 근원에서 출발했음에도 불구하고 분기하는 지점에 관하여 원리적 측면에서의 분기와 제도적 측면에서의 차이에 관하여 분석하였다. 그동안 기초자산과 기본소득에 대한 논의는 기초자산이 일시금 목돈으로 지급되는 현금급여로, 기본소득이 기초자산보다 상대적으로 적은 액수로 매달(혹은 매주) 정기적으로 지급되는 현금급여라는 차이점에 기반하여 정기성 쟁점을 중심으로 논의되어 왔다. 그러나 기초자산은 원리적 측면에서 보면, 기본소득과의 차이가 정기성에만 국한되지 않는다. 기초자산은 일회성 목돈 지급이라는 특성으로 인한 정기성 위배, 청년에게 국한되어 있다는 점에서 보편성 위배, 용처 제한이나 수급자의 자격요건 제한이라는 점에서 무조건성 위배라는 특징이 있다. 이러한 원리적 측면에서의 분기는 각각 중요한 논쟁점을 발생시킨다. 또한 제도적 측면에서도 기초자산은 기초자산이 목표로 하는 자산 불평등 완화라는 관점에서 가장 적합한 정책적 대안이라 보기 어렵고, 실제 제도로서 구성될 때 주요하게 다루어지는 청년기의 욕구로서 주거, 창업, 교육은 자본주의적 시장경제 시스템을 가중시키고, 오히려 이 영역에서의 시장 중심성을 강화할 여지가 있다. 기초자산이 일회성 목돈 지급을 통해 거시 자유를 확대하고, 자산 불평등을 완화하겠다는 정책적 목적은 그 자체로 유의미하다. 그러나 이를 제도로 구현하고자 할 때는 여러 가지 원칙적, 제도적 문제들을 면밀하게 고려하여야 한다. 특히 생활의 안정성이 보장되지 못하는 조건 속에서 기초자산은 한계가 크다. 그러므로 기초자산의 본래의 목적을 의도대로 달성하기 위해서는 기본소득과 같이 삶의 안정성을 확보할 수 있는 제도적 장치를 동반할 필요가 있다.
Abstract
This article aims to analyze the meaning and limitations of basic capital from the perspective of basic income theory, and the differences from the principle and institutional aspects of the basic income and basic capital despite the fact that basic income and basic capital started from a common source. Until now, discussions on basic capital and basic income have been based on the difference that the basic capital is cash benefit paid in lump sum, and basic income is paid monthly (or weekly) at a relatively smaller amount than the basic capital. It has been discussed around the issue. However, in terms of basic capital, the difference from basic income is not limited to periodicity. The basic capital is characterized by a violation of regularity due to the one-time payment of money, a violation of universality in that it is limited to young people, and an unconditional violation in that it is limited in terms of use and qualification requirements of recipients. Each of these divergences in terms of principle raises an important issue. In addition, from an institutional perspective, basic capital is difficult to be seen as the most suitable policy alternative from the perspective of easing asset inequality that the basic capital aim for. There is room for aggravating the economic system, but rather strengthening the market centrality in this area. The policy objective of expanding macro-freedom and alleviating asset inequality through the payment of one-time cash for basic capital is in itself meaningful. However, in order to implement this as an institution, various principle and institutional issues must be carefully considered. In particular, under conditions where the stability of life is not guaranteed, basic capital has a large limit. Therefore, in order to achieve the original purpose of the basic capital as intended, it is necessary to accompany an institutional device such as basic income to secure life stability.
