이 글은 기본자산(기초자본)제를 현실적인 사회경제적 대안으로 발전시키기 위해 필요한 이론적 기초 작업으로서, 기본자산제 논의의 역사를 비판적으로 검토한다. 애커먼과 알스톳 등의 서구 이론가들이 현재 제안하고 있는 기본자산제에 대해 많은 비판이 있어 왔고, 우리는 그 비판들에 대해서 많은 부분 동의한다. 그러나 여러 한계에도 불구하고 기본자산제에는 현대 사회의 불평등뿐만 아니라 그것을 만들어 내는 구조 자체를 변화시킬 수 있는 잠재력이 있다. 이 글은 그동안의 기본자산제 논의를 검토함으로써 이러한 한계와 가능성을 밝히고 그것이 현실에서 효과적인 대안이 되기 위한 조건을 모색한다. 첫째, 이 글은 역사적으로 제시되고 발전되어 온 기본자산제를 포괄적이고도 비판적으로 개관한다. 이를 위해 이 논문은 먼저 플라톤의 클레로스와 동아시아의 정전제로 대표되는 고대의 기본자산제 구상, 토머스 페인을 포함해 19세기 미국과 벨기에의 급진주의자들을 중심으로 발전한 기본자산제론, 그리고 20세기에 발전된 애커먼과 알스톳, 화이트, 앳킨슨 등의 사회적 지분 급여 안을 거쳐 피케티의 보편자산제에 이르기까지 기본자산제 논의의 발전을 비판적으로 검토한다. 둘째, 이 글은 여러 상이한 기본자산제들을 비교·평가하고 각각의 한계와 가능성에 대해 검토하면서 기본자산제의 새로운 발전방향을 모색한다. 끝으로 이 글은 현대의 기본자산제가 보다 적합한 사회경제적 대안이 되려면 개인 채무 변제의 금지, 생산적 활용, 사회적 상속이라는 세 가지 조건을 충족해야 한다고 주장한다.
Abstract
This article critically reviews the history of proposals on basic property(basic capital) in order to prepare a theoretical basis for developing a basic property system as a modern socioeconomic alternative. We agree to a number of criticisms against the existing proposals but suggest that these proposals have potential to change not only contemporary social inequalities but also the structures underlying these inequalities. By examining the limits and possibilities of the preexisting proposals on basic property, this article explores conditions that make it an effective alternative. First, it provides a comprehensive and critical survey of various proposals on basic property in history. For this purpose, this article critically reviews the development of various proposals on basic property: the ancient conceptions of basic property expressed in Plato‘s klēros and the well-field systems in East Asia; basic property proposals by 19th century American and Belgian radicals including Thomas Paine; stakeholder grants proposals by Ackerman and Alstot, White, and Atkinson; and the universal capital proposal by Piketty. Second, it compares and evaluates different proposals to examine their limits and possibilities in searching for a new direction of the basic property system. Finally, it concludes that the modern basic property system needs to meet three conditions in order to become a more adequate socioeconomic alternative: the prohibition of sale, transfer, gift and debt repayment of the basic property, productive use, and social inheritance.
