Abstract

Recently the welfare policy shows that its paradigm has shifted from income-basis to asset-basis. Although these trends are affirmative in resolving the root causes of poverty problems more efficiently than traditional income-basis approach does, it cannot be denied that the asset-basis methods has its ownweakness to deepen economic polarization and be used arbitrarily by the authorities and legislators because the accurate legal character and concept on why the Community give certain assets to its members has not been established yet. Thus the author tries to find out that giving asset to its members by the Community is not optional but obligatory from a justice perspective, so it should be deemed as one of natural rights to those who belong to the Community. And the next step of this article focuses on providing guidelines to the lifelong asset-basis policy to alleviate the conflict between social classes and between generations for encouraging social vitality.
