문재인 정부는 지난 7월 말부터 3개월에 걸쳐 신고리 5 · 6호기 원전 건설 중단여부를 둘러싼 공론화를 실시하였다. 이번 신고리 공론화는 여러 가지 측면에서그 의의와 한계를 체계적으로 따져봐야 할 매우 의미 있는 시도였다고 할 만하지만 아직까지는 단편적이거나 극단적인 평가들만이 제출되어 있는 실정이다. 이러한 문제의식에 입각하여 이 논문은 이번 신고리 5·6호기 건설 중단 여부를 둘러싸고 진행된 공론화를 시민 참여와 민주주의, 더 나아가 숙의 민주주의의 관점에서 평가해 보고자 한다. 구체적으로, 이 논문은 민주화 이후 지난 20여 년간 진행된 공론화의 정치를 고려해 볼 때 과연 이번에 실시된 신고리 원전 공론화가 시민 참여를 빙자한 또 다른 형태의 요식행위나 ‘시민동원’에 불과한 것인지, 아니면 우리 사회에 진정한 의미의 시민 참여에 기반한 민주주의, 더 나아가 숙의 민주주의의 첫발을 내딛은 것으로 높이 평가할 수 있는 것인지를 분석해 보고자 한다. 분석 결과, 이번 신고리 5·6호기 공론화는 원탁에서 시민권력이 탄생했다는점, 시민 참여에 비판적이던 전문가주의적 시각을 극복할 수 있었다는 점, 그리고 공론화 참여 시민들의 높은 숙의능력을 확인했다는 점 등에서 한국 사회의 민주주의, 특히 숙의 민주주의의 진전이라는 측면에서 상당한 의미를 지니고 있는것으로 평가되었다. 하지만 이와 동시에, 충분한 숙의를 위한 시간의 부족 문제, 공론화 참가자들의 사회적 대표성의 결여 문제, 구조적으로 기울어진 운동장 문제 등 한국 사회에 향후 숙의 민주주의를 정착시키고자 할 때 극복해야 할 문제점역시 적지 않게 드러났다는 점도 지적되었다.
Abstract
The Moon Jae-In administration’s ad-hoc committee to gather public opinion on whether to permanently halt the construction of the Nos. 5 and 6 Shin-gori nuclear reactors has recently dissolved after its 3 month activities. The committee was tasked with designing and conducting a public discussion on the fate of the two reactors which are 29 percent complete. Just after the dissolution of the committee, two extremely contrasting assessments, positive and negative, on the implication of the public discussion activities were submitted. This paper aims to conduct a more balanced analysis and assessment of the implications of the committee’s public discussion activities from the perspective of democracy, especially deliberative democracy. This paper concludes that Shin-gori public discussion has contributed a lot to the improvement of democracy in Korea because it created citizens’ power on the round tables in a real meaning instead of superficial and tokenistic participation so far. However, there were many limitations as well in terms of deliberative democracy because time for deliberation among the citizens and social representation of the participants were not enough.
