Abstract

One of the representative examples of conflicts in Korea is conflicts related to the utilization of nuclear energy. After the Fukushima nuclear accident, the concerns about the denuclearization increased. Concerns about denuclearization have narrowed due to the closure of old nuclear power plants and the abandonment of new nuclear power plants. Moon Jae-in mentioned that the direction of energy policy is going to reduce the use of nuclear energy and expand the new renewable energy to the era of enucleation, and that Nos 5 and 6 Shin-Kori nuclear reactor will decide whether to stop construction through public discussion process. Accordingly, a committee of public opinion was formed, and the resumption of the construction of Nos 5 and 6 Shin-Kori nuclear reactor was decided through the process of public deliberative polling , and it was decided that it should go to the era of the denuclearization. This deliberative polling was evaluated to be successful because it reflected the general public's intention to resolve the conflict, high social acceptance of the public opinion survey, and demonstration of the possibility of democracy. However, we can not apply the deliberative polling indiscriminately to resolve the conflict as the government wants. This paper examined deliberative polling through case analysis, and the results are as follows. First, in terms of political equality, proportional equality was not achieved by emphasizing only mechanical equality. Second. Although it did not artificially affect the choice of citizen assessment team, there is a side that forced the choice of nuclear power and the sunk cost of Nos 5 and 6 Shin-Kori nuclear reactor. Third, the time required for the deliberative polling was relatively short, and the object of deliberative polling was limited.
