공론조사에서 선택 변경과 숙의효과 - 신고리 5·6호기 공론화와 사용후 핵연료 관리정책 공론화 사례 -

공론조사는 정책결정 과정의 민주성과 숙의성을 제고하기 위한 제도적 방안으로 세계 각국에서 널리활용되고 있다. 본 연구에서는 주요 원전 정책 관련 국내에서 시행된 두 공론조사 사례(신고리 5·6호기공론조사, 사용후 핵연료 관리정책 재검토 공론조사)에 대하여 숙의효과가 선택 변경에 미치는 영향을분석하였다. 로지스틱 모형을 활용한 분석 결과에 의하면, 신고리 5·6호기 공론조사에서는 숙의과정의유용성이 증가할수록 선택 변경의 가능성이 상승하였다. 개별적인 숙의과정 중에서는 분임토의가 선택변경에 특히 주요한 영향을 미친 것으로 나타났다. 또 숙의효과의 방향성이 신고리 원전 공사 중단/재개 중에서 특정 방향으로 나타나지는 않았지만, 개별 숙의과정 중에서 TV토론은 건설중단에, 전문가토론은 건설재개에 유리하게 영향을 미친 것으로 나타났다. 사용후 핵연료 관리정책 공론조사에서는 숙의과정의 유용성이 증가해도 선택 변경 가능성이 유의미하게 상승하지 않았다. 반면에 선택 변경의방향성에 대한 실증분석에서는 숙의효과가 임시저장시설 건설 찬성쪽으로 유의미하게 영향을 미친것으로 나타났다.
Abstract
Deliberative polling has been widely used globally to enhance democracy and deliberation on key policy issues. This study analyzed deliberative effects and opinion changes for two cases of deliberative polling on nuclear energy policy issues in South Korea: whether to resume/discontinue Shin-Gori No.5·6 nuclear reactors and whether to construct a temporary storage of spent nuclear fuel. By using logistic models, it found out deliberative effect working for opinion changes on Shin-Gori No.5·6 nuclear reactors issue, but not significantly for opinion changes on the issue of spent nuclear fuel. In addition, this study analyzed whether deliberative effect has a direction of opinion changes. Deliberative effect seems to have no directional effect regarding Shin-Gori No.5·6 nuclear reactors issue, whereas having a directional effect towards ‘Yes’ for the spent nuclear fuel issue.
