평생학습 활성화와 청년 일자리 창출을 위한 일ᐨ학습 선순환제도의 모색

우리나라 성인의 역량은 30대 이후 급속히 하락하여 OECD 평균 수준을 하회한다. 우리나라의 경우 청년 고용 문제도 심각하다. 본 논문에서는 성인의 역량 저하와 청년 일자리 부족이라는 두 가지 문제를 동시에 해결하기 위해 덴마크에서 활성화된 일학습순환제(JobRotaton)를 응용하여 일과 학습이 선순환 되도록 하는 방안에 대해 구체적으로 모색해 보았다. 그 정책 방안에는 일정 조건을 갖춘 재직자의 권리로서 최대 1년의 유급 교육훈련 휴가 기회의 제공, 대기업이나 혁신형 중소기업에 국한한 지원과 대체 고용의 의무화, 대체 근로자로서 청년층의 활용, 기업의 추가 비용 부담 최소화, 고용부 훈련 기준에서 벗어난 지역 대학과 폴리텍 대학중심의 교육훈련 프로그램 설계 지원, 전문적 프로젝트 관리기구(조직)의 구축 등이 핵심 내용으로 포함되어 있다.
Abstract
The capacity of Korean adults declines rapidly since their 30s, below the OECD average. The youth employment problem is also serious in Korea. In this paper, in order to solve both problems of reduced adult capacity and lack of youth jobs, I tried to find out how to make the workᐨlearning virtuous cycle by applying JobRotaton activated in Denmark. The policy measures include paid leave education and training opportunities(up to one year) as a right for incumbent workers with certain conditions, support only for large companies and innovative SMEs, mandatory replacement employment, the use of youth as substitute workers, minimization of additional costs for enterprises, support for education and training programs centered on regional and polytechnical colleges beyond the level of training costs supported by the Ministry of Employment and Labor, and the establishment of a professional project management organization.
