International comparison of Korean adults competency: Focusing on problem solving skill

본 연구는 국제비교를 통해 우리나라 근로자의 인적역량 현황 및 문제점과 원인을 살펴보았다. 분석 결과, 우리나라 근로자의 역량은 OECD 평균 수준이나, 미래일자리의 핵심역량인 문제해결 능력은 매우 부족한 것으로 나타났다. 직장 내 교육⋅훈련 기회의 부족, 소통과 협력이 어려운 직장문화, 노동시장 이중구조가 문제해결 능력 부진의 원인으로 판단된다. 문제해결 능력 제고를 위해서는 교육⋅훈련의 현장성을 높이고, 소통과 협력 등 사회적 능력을 강화할 필요가 있다. 또한 노동시장 이중구조 완화를 통해 고용형태별 인적역량 수준의 격차를 줄이기 위한 제도적 노력이 요구된다.
Abstract
This study examines the current conditions as well as the issues and problems pertaining to the competency of the Korean workforce. The results reveal that while Korea’s level of competency marks the OECD average, workers’ problem-solving skill, a core future skill, is significantly lacking. At the root of this dilemma are a lack of education/training opportunities at workplace; corporate organizations that do not facilitate communication and collaboration and; a dual labor market structure. Accordingly, to enhance the problem-solving skill of Korean workers, more vocational training and education programs must be provided at the workplace, and emphasis should be placed on developing social skills such as communication and collaboration. Moreover, policy efforts will be needed to ease the duality of the labor market structure and bridge the gaps between the varying competency levels according to employment type.
