Abstract
Between the two types of left-wing governments risen in Latin America during the past decade, Venezuela represents those who pursue transformative policies with political instability, contrary to Brazil. The old ruling bloc, the core of anti-Chávez power, has been trying to overthrow Chávez government through a series of general strikes and coup d’etat. Preceding researches have defined the characteristic of Chávez government as either Populism or Socialism, without providing systematic causal explanation of the dynamics during the Chávez government period. This study seeks to contrast Chávez government with the 4th Republic, and provide a structural explanation referring who and why oppose Chávez government. The results of this research can be boiled down to three points. First, while abandoning the neoliberal economic policies of the 4th Republic, Chávez government began to nationalize strategic industries including the petroleum industry, and convert public enterprises into co-management with workers. While promoting transition of Venezuelan economy towards a socialist system, Chávez has accelerated in incapacitating the opposition force through the transformation of the power system and forming the agent of transition. Second, toward the revolutionary policies of Chávez government, social classes are showing contrary reactions based on their class interests. While the upper-middle classes resist the loss of their political power and the damage to the private property system, the lower class actively support not only socialist transformation policies including strict regulations of private property right, but also the transformation of power structure and the exercise of protagonist direct democracy. Third, it is mainly fear against socialist transformative policies threatening private property right that drives the old ruling bloc to attempt to overturn the government by means of such extreme methods as coup d’etat. Therefore, the clash between the two blocs over the Chávez government can be understood as social conflict between those who try to defend capitalist market economy system and those who intend to move Venezuela towards socialist system, which is rather an inevitable cost of transition.
