대안적 최저 생계비 계측과 최저소득 기준의 구성에 관한 탐색적 고찰

초록

우리나라의 공공부조제도로서 국민기초생활보장제도는 부양의무자 기준 등 협소한 적용범위의 문제점과 최저생계비가 현실적이지 못하다는 적절성의 문제를 노정하고 있는데, 본고는 바로 그러한 생계비의 적절성에 대한 고찰을 대안적 관점에서 탐색해 보았다. 여기서 검토된 대안으로는 순수 상대적 빈곤선, 건강소득, 합의적 가계예산 방식이 고찰되었으며, 현행의 전물량 방식을 개량하는 영국에서의 논의들(후자의 2가지)을 중점적으로 살펴보았다. 결론적으로는, 여타 선진국의 사례를 보더라도 현실적으로 가능한 적정 빈곤선으로서 최저소득 기준의 설정이 가능하며 그러한 선례들을 적극적으로 참조할 필요성을 역설하였다. 한편 현행의 전물량 방식을 개량하는 방안으로서는, 현재의 전문가 위주의 결정 방식으로부터 직접 일반인 참여에 의한 합의를 더욱 전향적으로 반영하는 방식이 바람직할 것이며, 뿐만 아니라 여러 방식들을 비교 가능하게 개발하고 서로 보완하는 방식으로 정책적 활용 을 모색해야 할 것이고, 향후에는 소득 보장 체제의 적절성을 평가하는 한국의 최저소득(MIS)의 표준을 구성하는 것이 필요하다.

Abstract

This article examines some alternative aspects of measuring minimum cost of living, since the National basic livelihood security scheme as a public assistance in Korea has the problems of its benefits still not sufficient to guarantee an acceptable adequacy. There are three alternative approaches discussed in the article, such as purely relative poverty line, minimum income for healthy living, consensual budget standards. It is argued that realistic, feasible, and less arbitrary poverty line could be set from British and other countries’ experiences, especially improving the current measurement of market-basket method. In conclusion, it is ultimately needed to construct Korea’s Minimum income standards(MIS) by developing different comparable methodologies and perspectives from expert prescription and lay people’s agreement in various focus groups on budgets for better adequate social security policy-making.
