이 글의 목적은 행위자－연결망 이론(ANT)을 통해 ‘평화의 댐’ 사건을 경험적으로 추적하여 기술하는 것이다. 1980년대 발생한 ‘평화의 댐’ 사건은 한반도 냉전질서를 극명하게 보여주는 대표적인 사례다. 이 사건을 아래와 같은 방식으로 접근했다. 첫째, 냉전의 원인에 대한 연구가 아니라, 냉전질서 속에서 발생한 사건 진행과정의 연결망 구성을 추적했다. 둘째, 냉전체제라는 거시적 틀로 접근하려는 것이 아니라, 사건이 전개되면서 네트워크되는 미시적 수준에서 접근했다. 셋째, 평화의 댐 사건전개에서 냉전 질서를 유지·강화시키기 위해 권력이 인간과 비인간을 어떻게 조직하고 통제했는가를 추적했다. 이 접근을 통해 냉전질서가 분단의 행위자－연결망에 의해 블랙박스가 되는 과정을 추적하는 것이다. 동시에 냉전질서를 탈분단의 새로운 사회동학으로 해체하는 방향을 찾는 것이다. 특히 ANT는 인간 행위자와 비인간 행위자를 대칭적으로 접근하는 것이다. 따라서 냉전을 구성했던 다양한 사물들의 연결망을 통해 탈분단의 행위자를 발견하려는 것이다.
Abstract
This article is to describe the empirical trace studies of ‘Peace Dam’ affair by ANT(actor-network theory). The ‘Peace Dam’ affair, occurred in the 1980s, is a prime and sharp example of Cold War order in the peninsula. This case was approached in the following manner. First, this article is not about researching the causes of the Cold War but about tracing the network configuration on process of the affair occurred in the Cold War order. Second, this article is to approach the network process in the deployment of the affair of an micro level rather than trying to access a macro framework on the Cold War system. Third, this article is the trace, in the middle of the deployment of ‘Peace Dam’ affair, how government power had have been organizing and controlling human and non-human actors for strengthening the Cold War order. Through this approach, I had to trace the process of the Cold War order becoming a black box by actor-network of division. At the same time, I had to find a way of the new social dynamics of post-division by dismantling the Cold War order. ANT is the theory of particularly symmetrical approach on the human and non-human actors. Thus, actors of post-division can be found by studying those various things within the networks that made up the Cold War.
