분단과 예외상태의 국가 : 분단의 행위자-네트워크와 국가폭력

이 글은 분단을 하나의 역사적 ‘사건’이나 이념적·군사적 프레임 속에서 정태적으로 보는 시각에서 탈피하여, 분단이 인간-비인간 행위자 네트워크를 통해 끊임없이 발생하는 현재적 ‘사건들’의 연쇄, 사회-기술적 연결망의 ‘궤적’과 번역 행위이며, 이를 통해 어떻게 분단의 예외상태가 지속되고 있는가를 주목해야 함을 주장하는 글이다. 이를 위해 행위자-네트워크 이론(Actor-Network theory: ANT)과 아감벤의 예외상태(exception status)의 논의를 통해 분단의 세계를 새롭게 인식할 것을 제안하고 있다. 우선, ‘분단-안보 프레임’이란 개념을 통해 한반도에서 ‘안보’가 갖는 위상을 살펴보았다. 이를 통해 안보는 예외상태를 창출하는 통치 ‘장치’로서의 위상을 갖고 있다고 보았다. 둘째, 안보가 어떻게 사회와 분리된 존재론적 지대를 창출하는지를 ‘정화’와 ‘번역’의 개념의 통해 살펴보았다. 이를 통해 번역이 이질적인 사회-기술적 연결망들을 통해 분단의 잡종들을 창출하는 행위임을 주장한다. 셋째, 행위자-네트워크 이론을 살펴보고 이것이 분단연구에서 갖는 가능성을 고민하였다. 여기에서 분단의 사회-기술적 연결망, 분단의 사회적 실험실화 등 살펴보았다. 넷째, 예외상태의 논의가 한반도 분단을 이해하는 데서 갖는 의미를 고민하였다. 다섯째, 예외상태가 어떻게 한반도에서 일상화되었는가를 살펴보았다. 마지막으로 ‘핵’이 한반도 분단세계에서 갖는 위상을 핵의 파국성과 일상 차원에서 고민해 보았다. 결론을 통해 고정된 물리적 분단이 아닌 끊임없이 만들어지고 있는 ‘사실들’, ‘궤적들’, 행위로서의 분단을 추적해야 필요성을 제시하였다.
Abstract
The division-security frame in Korea have the power to absorb all the social issues. So security is an area of the opaque and secretive. Then we come to unveil the secret, we can see that the division has been configured human-nonhuman network's huge socio-technical system. These human-nonhuman socio-technical network is a huge system that produces division's hybrids. However, the process of building a hybrid of the division has been concealed as a black box by purification of the division-security frame. This is the 'dispositf' of rule built in the name of security. This dispositif has been producing 'state of exception' and 'bare life'. Giorgio Agamben claims that refugees can be seen as the ultimate 'biopolitical' subjects': those who can be regulated and governed at the level of population in a permanent 'state of exception'. 'Bare life' is human as animals in nature without political freedom. Agamben describes the origins of sovereign power, that power which constitutes the state of exception, as a force that gains its strength in the 'unlocalizable' space between fact and law. This exception of exception has been continued until now through the division-security frame and the dispositf originates from the Korean war. This article introduces Actor-Network Theory which provides a meaningful contribution to the rethinking on the division of Korean Peninsula. From the standpoint of this theory, objects, science, technology and space, such as the inhumane things they are not independent of the division. They are actors that make up the division. The order of division are built into these human-nonhuman actors-network. Many things as black boxes is already common knowledge as social fact of division. When this black box is opened by the empirical trace, the division is a newly recognized.
