최근 사회적경제 부문에 대한 관심이 학문적으로는 물론 정책적으로도 커지고 있다. 특히 사회적기업진흥법 및 협동조합기본법의 제정을 계기로 사회적기업과 협동조합의 발전이 기대된다. 그러나 사회적경제의 지속적 발전에 필수적인 사회적금융은 상대적으로 주목을 덜 받고 있는 실정이다. 이 논문은 사회적금융이 사회적경제에서 핵심적 역할을 담당 해야 하는 이유를 확인하고, 선진국에서 진행 중인 사회적금융의 주요한 특징들을 검토한 후, 우리나라 사회적금융의 본격적인 발전을 위한 정책 과제를 제시한다. 그 핵심은 협동조합금융기관의 역량 활용 및 혁신을 통한 사회적금융 중개기관의 조성, 적절한 제도적 인센티브의 마련을 통한 사회적투자자의 조성, 사회적금융중개기관의 협력체제 마련 및 사회적기업에 관한 평가지표 개발을 통한 역선택 및 도덕적 해이 방지이다.
Abstract
In recent years, social economy sector has received mounting attention from policy makers, government administrators as well as academic circles in Korea. As a result, Social Enterprise Promotion Act and Framework Act on Cooperatives have been legislated to provide a legal support for the activities of emerging social economic actors including social enterprises and cooperatives. However, social finance has received scant attention although it is essential for the sector to flourish. This article offers an economic explanation for the reasons why a social finance system is an integral component of social economy sector and explores the operational mechanism of social finance systems recently developed in advanced countries. Lastly, it provides their implications for developing a social finance system in Korea, including intermediaries of social finance, institutional incentives for social investors, and appropriate devices to moderate the probability of adverse selection and moral hazard.
