미국 주도 ‘신뢰 가치 사슬’은 작동 가능할까?: 전기차 배터리를 중심으로

초록

이 연구의 목적은 미국 바이든 정부가 주도하고 있는 ‘글로벌 가치 사슬(global value chain)’ 재편의 궁극적 목표를 미국 관점에서의 ‘신뢰 가치 사슬(trusted value chain)’ 구축으로 간주하고 이를 둘러싼 복잡한 이해관계에 착목해 작동 가능성을 고찰하는 것이다. 결론적으로 TVC 구축은 현실적으로 쉽지 않을 전망이다. 이 과정에는 정부 간 관계, 정부-기업 관계, 기업 간 관계가 기본적인 긴장과 갈등을 내재하고 있기 때문이다. 이에 더하여 ‘제3의 행위자’의 존재는 TVC 구축을어렵게 하거나 고비용을 치르게 할 공산이 커 보인다. 미국의 배터리 TVC 구축 움직임은 한국에 득과 실이 모두 있어 전자를 최대화하고 후자를 최소화하기 위한 대응이 필요하다.

Abstract

The aim of this study is to make the assumption that the creation of a "Trusted Value Chain" (TVC) from the US perspective is the ultimate goal of the "Global Value Chain (GVC)" restructuring led by the Biden administration in the US to contain China, and to examine its viability by focusing on the complex interests surrounding it. In conclusion, the implementation of TVC will not be easy. This is due to the inherent tensions and conflicts that exist in government-to-government, government-to-business, and business-to-business relationships. Furthermore, the presence of a third party actor is likely to make the TVC challenging or costly. The U.S. move to build battery TVCs has both benefits and drawbacks for Korea, and a response is needed to maximize the former and minimize the latter.
