자활사업의 노동 기반 지역사회복지실천 모델에 대한 탐색

공공부조는 국가가 제공하는 최후의 사회 안전망으로서 빈민들의 보호가 목적이다. 하지만 자활사업은 가난한 근로 미약자들의 노동 시장 진입을 목표로 하는취·창업 중심 모델로 운영된다. 이로 인해 자활사업은 복지 정책임에도 재상품화를 도모한다는 비판을 계속 받아 왔다. 자활사업의 이와 같은 정책 지향은 근대적노동 윤리를 기반으로 한 유급 노동 중심성에 사로잡힌 것이다. 이에 자활사업이수행하는 다양하고 의미 있는 역할들은 저평가되거나 비가시화되곤 한다. 그뿐아니라 유급 노동 중심성은 여러 이유로 노동 시장 진출을 꺼리는 자활 참여자들에게 가해지는 낙인을 재생산하기도 한다. 이에 이 연구는 취·창업 중심 모델에서노동 기반 지역사회복지실천 모델로의 전환을 제안한다. 노동 기반 지역사회복지실천 모델은 자활 노동을 공유 자원으로 바라보는 접근으로 사회적 유용 노동과 임파워먼트 지향 노동으로 자활 노동의 작동 방식을 구성하며, 지역 사회와 협동으로 조직된다. 이는 생태 사회적이고 재생산적인 노동을 바탕으로 지역 사회를 변화시키고자 하는 의지를 담은 접근이다. 따라서 자활사업에서 작동하는 노동의 지평을 확대할 수 있으며, 취·창업 중심 모델보다 복지 정책으로서 정체성에부합한다. 또한 현실적으로도 더 적합하고 필요한 모델이다.
Abstract
Public assistance is the last social safety net that the state operates to protect the poor. Self-sufficiency projects, however, operate on getting job oriented model that aims to help poor people with weak labour skills enter the labour market. As a result, self-sufficiency projects have been criticised for promoting recommodification despite being welfare policy. This policy orientation of self-sufficiency projects is obsessed with the centrality of paid work based on modern work ethics. Accordingly, the diverse and meaningful roles played by self-sufficiency projects are often undervalued or invisible. In addition, the focus on paid work reproduces the stigma attached to self-sufficiency participants who are reluctant to enter the labour market for a variety of reasons. To overcome these limitations, this study proposes a transition from getting job oriented model to work-based community welfare practice model. The work-based community welfare practice model is an approach that views self-sufficiency works as one of the common goods. It constitutes the way self-sufficiency works with social useful works and empowerment-oriented works, and is organized in cooperation with the community. This is an approach that contains the will to change the community based on ecosocial and reproductive works. It expands the horizons of work in self-sufficiency projects and is more in line with its identity as a welfare policy than the getting job orineted model. It is also a more suitable and necessary model in reality.
