본 연구는 세계적으로 주목받고 있는 새로운 협동조합의 등장과 확산의 배경 및 촉진 요인에 대한 분석을 목적으로 한다. 본 연구는 선진국에서 최근에 등장한 새로운 유형의 협동조합들이 1980년대 이후 나타난 복지국가의 위기, 자본주의적 고용의 위기, 기후 위기, 공동체 쇠락의 위기 문제에 대응하기 위해 등장했다는 점을확인했다. 그리고 이러한 새로운 유형의 협동조합들이 20세기의 문제와는 다른시대적 과제를 해결하기 위해 전통적 협동조합 모델과는 다른 혁신적 협동조합 모델을 개발했다는 점도 확인흿다. 새로운 유형의 협동조합들이 전통적 협동조합들에 비해 공통으로 공유하는 혁신적 특성은 조합원 편익보다는 사회적·환경적 편익의 우선, 다중 이해관계자 조합원 구조 및 지배 구조, 지방자치단체와의 협력적이고 보완적인 관계 설정 등이다. 마지막으로 본 연구의 결과가 한국 협동조합 섹터에 주는 시사점을 정리했다.
Abstract
This study aims to analyze the background and promoting factors for the emergence and development of new types of cooperatives that are attracting worldwide attention. This study confirmed that new types of cooperatives have emerged to respond to the crises of the welfare state, capitalist employment crisis, climate crisis, and community decline that have emerged in developed countries since the 1980s. It was also confirmed that these new types of cooperatives have been developing innovative cooperative models that are different from the traditional cooperative models in order to resolve the challenges of the times that are different from those of the 20th century. The innovative characteristics that new types of cooperatives share in common compared to traditional cooperatives are priority of social and environmental benefits, multi-stakeholder membership and governance structure, and establishment of collaborative and complementary relationships with local governments. Lastly, the implications of the results of this study for the Korean cooperative sector are summarized.
