이 글은 현재 논의되는 서울 확대론이 주로 교통 수요나 행정 편의적 시각에 머물러 있음을 지적하면서 좀 더 장기적인 관점에서 서울이라는 대도시의 미래를 전망하려고 한다. 서울은 ‘서울공화국’이라는 표현이 내포하듯 대한민국의 욕망을 실현하는 도시이자 국가의 발전을 상징하는 곳이면서 동시에 우리 사회에 불균형적 지역 발전이라는 난제를 낳은 문제의 도시이기도 하다. 서울 확장론을 두고 여러 견해와 시각이 드러나고 충돌하고 있지만, 그래서 서울은 미래에 어떤 도시가 될 것인지, 더 나아가 어떤 도시가 되어야 하는지에 대한 논의는 많지 않다. 미래 비전이부재한 도시는 ‘불안’할 수밖에 없다. 시대는 변화하고 주민들은 그 변화에 맞춰 새로운 일상을 기획하고 실현해야 하지만 비전이 부재한 도시에서는 과거의 패러다임에 갇혀 다른 꿈을 꿀 수 없다. 본고는 시계를 2040년으로 맞추고 서울의 미래를 전망했다. 표면적 변화가 아닌 사회 구조적 변화를 전망하기에 17년의 시간은적지 않다. 지금과는 다른 서울을 전망하면서 서울의 변화 가능성을 어느 정도까지 열어 놓고 볼 것인지 논의하고, 그 가능성의 영역대에서 우리가 최대한 가정해볼 수 있는 ‘선호 미래’를 제시했다.
Abstract
This article points out that the currently discussed expansion of Seoul is mainly limited to transportation needs and administrative convenience, and attempts to forecast the future of Seoul from a more long-term perspective. As the expression ‘Republic of Seoul’ implies, Seoul is a city that realizes the desires of the Republic of Korea and a place that symbolizes the country’s development, but at the same time, it is also a problematic city that has excerbated the difficult problem of unbalanced regional development in our society. Although many opinions and viewpoints are emerging and clashing over the expansion of Seoul, there is not much discussion about what kind of city Seoul would be in the future, or even what kind of city it should become. A city without a vision for the future cannot help but feel ‘uneasy.’ Times are changing and residents must plan and realize new daily lives according to the changes, but in cities without a new vision, they are stuck in the paradigm of the past and cannot dream of anything else. This paper sets the clock to 2040 and forecasts the future of Seoul. 17 years is not a short period of time to expect structural changes in society. Looking at a different Seoul from what it is now, we discussed to what extent we should be open to the possibility of change in Seoul, and presented a ‘preferred future’ that we can assume as much as possible within the range of possibilities.
