본 연구는 정부가 수도권의 과밀화를 해소하고 지방도시의 육성을 도모하여 국가 및 국토균형발전을 이루겠다는 명분하에 추진되고 있는 수도이전에 문제가 있음을 지적한 것이다. 한국경제의 고도성장을 견인해 온지난 40년간의 국토개발전략은 성장거점전략에 기초한 집중투자로 지역격차가 발생하는 것은 필연이었다. 이 전정부를 비롯한 개발도상국이 취하고 있는 공간통합은 등질공간화를 지향하는 공간통합인 것으로 간주된다. 세계화시대의 국토개발 패러다임은 균형적 공간의 지향으로부터 중층적 국토공간을 지향하는 정책으로 바뀌어 가고있다. 따라서 필자는 본고를 통하여 선진국에서 용도폐기된 등질적 공간보다 결절적 공간통합으로 전환할 것을정부당국에 제안하였다.
Abstract
This paper attempts to criticize the new capital relocation project by the government which isemphasizing balanced regional development and decentralization strategies out of the capital region. It reviewed thatnational development strategies for last forty years based upon the growth pole strategies have resulted in rapideconomic growth in the bright side as well as regional disparities and regional fragmentation in the dark side. Spatialintegration strategies have been pointed out as a kind of necessary solution against those problems for Korea as well asthe developing countries towards more homogeneous space. The national development policies have been shiftedfrom balanced space toward multi-layered space. It suggests that spatial integration strategies based on nodalityconcept should be more significant than ones based on homogeneity concept that were outdated in developed countries.
