Abstract
The purpose of this paper is to derive problems through critical comparison of the urban regeneration projects of the Moon Jae In government and the subsequent Yoon Suk Yeol governments, and to suggest improvement measures as alternatives. The Moon Jae In government's New Deal for Urban Regeneration was significant in terms of inclusive goals and national expansion, but it revealed limitations in terms of financing and project effectiveness. It can be pointed out that the New Village of the Yoon Suk Yeol government attempted a pragmatic transition and strengthened home improvement and private participation, but it also poses a concern of weakening the publicity of urban regeneration. Accordingly, the following alternatives are suggested for the future direction of urban regeneration policy. First, it is believed that future urban regeneration projects and policies need a balanced approach. Financial resources should be used efficiently but sufficiently secured, private creativity should be utilized, public responsibility should not be damaged, universal support should be provided, and development results should be shared with everyone. Second, it is necessary to further increase the level of urban regeneration by combining future-oriented factors such as smart and eco-friendliness. Urban regeneration is not a project that ends at once, but a continuous process. Therefore, rather than focusing on the performance of short-term govern- 214 동향과전망 124호ments, it is important to consistently promote it according to the possibility of future changes in cities. Even if the direction is changed according to the political ideology, the ultimate goal, 'urban restoration for people and communities', should be maintained. Third, urban regeneration is not a vague slogan, but a change in reality. In order for the change to become a positive and hopeful direction, policymakers need to reflect on the completion of the project in terms of the sustainability of the project rather than the performance within the regime and seek policy improvement measures for the problems. In order to improve the problems of such existing urban regeneration projects, a plan to introduce project REITs may be sought. Despite the limitation that this paper has not been able to present improvement plans through comparison of specific promotion cases of urban regeneration projects, it is hoped that the measures proposed as alternatives will be a small addition to setting the direction of urban regeneration in the future.
