Abstract

This study proposes an improved performance indicator framework to enhance the effectiveness of government efforts to combat spam. To achieve this, the study analyzes the current state of spam distribution in South Korea, identifies key issues facing spam countermeasures, and applies a logic model based on the government performance management framework. The study systematically develops input, activity, output, and outcome indicators, with a particular focus on reflecting the unique characteristics and complexities of spam countermeasure activities. Notably, it introduces composite indicators, including the Spam Distribution Index and Spam Response Satisfaction Index, as outcome measures. These indicators are designed to evaluate user-perceived satisfaction and policy awareness comprehensively, especially in a context where spam distribution and reception rates are gradually stabilizing. The proposed performance indicators are expected to support the development of more effective spam countermeasure policies and the efficient implementation of these policies.
