Abstract
This research analyzes the structure and strategy of North Korea’s digital public diplomacy–oriented information warfare on Russian-language social media (SNS) and proposes measures to strengthen security awareness and cognitive defense. As of 2025, North Korea utilizes major Russian-language platforms with high accessibility—such as Telegram and VK to conduct propaganda activities disguised as 'Korean language learning' programs (in reality, Choson-North Korean language learning) and to promote various seemingly apolitical themes, including social, cultural, political, economic, and tourism exchanges. Through these means, North Korea seeks to justify its regime and spread anti-South Korean and anti-Western sentiments. The study conducted content and network analyses on approximately 1,000 pieces of North Korea–related content posted on these platforms from 2022 to the present, revealing that North Korea’s information dissemination operates through decentralized, unofficial community networks, taking the form of covert cognitive warfare. Users, meanwhile, tend to perceive such content as non-political, showing little effort to verify sources or critically assess the information. Based on these findings, the study proposes integrated counterstrategies including the strengthening of information-literacy education, enhancement of cognitive immunity, establishment of AI-based monitoring systems, and creation of cooperative information-verification networks within Russia and the CIS region.
