Abstract

The purpose of this paper is to analyze cases of social media use in the Russian-Ukrainian war, which is progressing in the form of a modern hybrid war, and to suggest ways to develop Korea’s social media policy during wartime. To this end, It aims to discover implications for successful use of social media by qualitative comparative analysis method about social media use cases in Russia and Ukraine. The level of analysis was the government, president, military, and private levels, which are the main actors in social media information communication. As a result of the study, it is evaluated that Ukraine shows strengths in the use of social media by major actors compared to Russia, and is achieving significant results in uniting the people and spreading support in the international community. Based on Ukraine’s success cases, in order for our country to prepare for the threat of North Korea’s information and psychological warfare in the future, the government and president are required to prepare national-level countermeasures against information and psychological warfare and countermeasures against fake news. At the military level, the use of mobile phones by soldiers is required. It was suggested that media literacy education, strengthening the military’s ability to use social media, and reviewing the appropriateness of wartime war correspondent operation are necessary, and that measures to utilize social media experts are needed at the civilian level.
