본고는 현재 진행되고 있는 기업, 특히 초국적 기업 중심적 그리고 선진 산업국가의 정부 주도적인 신자유적인 세계화에 대항하여 약자의 권익을 보호하는 제3섹터로서의 시민사회가 지니는 가능성과 한계를 살펴보고자 한다. 무역과 금융의 자유화를 통한 무한경쟁을 표방하는 신자유주의적 세계화는 빈익빈부익부의 현상을 심화시키고 있다. 이런 상황을 해결해야 할 정치제도로서의 민주주의는온전한 견제세력의 부재로 인해 위기를 맞고 있다. 정부, 여당은 물론 야당을 포함한정치권과 방송과 신문 등의 언론은 재벌로 대표되는 경제 권력에 휘둘리는 금권정치(plutocracy)적인 경향이 농후해지고 있다. 이런 상황은 경제성장과 민주주의를 동시에 이루었다고 평가되는 대한민국에서, 완성단계에 접어들었다는 절차적 민주주의가 진정한 민주정치와 민주적 시민의식의 부재로 인해 실질적인 민주정치를 구현하지 못하고 있다는 반증이다. 그러므로 온전한 민주주의 회복을 위해서는 실효적인 견제와 균형의 세력으로서의 시민사회의 역할이 중요하다. 따라서 본 연구는 제3세력 혹은 제3섹터로서의 시민사회와 그 활동의 핵심이라고할 수 있는 NGO의 가능성과 한계를 라인홀드 니버의 민주주의론에 의거하여 분석하고자 한다. 특별히 ASEM2000을 통해서도 상당부분 지원을 받고 있는 신자유주의적인 세계화에 대항한 운동으로서의 ASEM2000 민간포럼의 실례를 통해 분석 작업을진행한 후에, 여기서 나타난 한국 시민사회의 장단점을 통해 한국 시민사회의 주도적인 행위자인 NGO의 앞으로의 과제를 살펴보고자 한다.
Abstract
This study seeks to analyze the possibility and limitation of Korean civil society as the third sector against the neoliberal globalization that has proceeded by transnational corporation-centered and led by the government of advanced industrial countries in order to protect the right of the social weak. Neoliberal globalization which has advocated limitless competition through the liberalization of trade and finance results in winner-takes-all economy. As a result, it has exacerbated economic disparity between the rich and the poor. However, democracy as a political system which should solve this problem confronts crisis due to the lack of checking powers against the neoliberal camp. Besides government and ruling political party, other political groups including opposition parties, newspapers and broadcasts have been wielded by conglomerates which represent economic power. This situation has thickened the tendency of plutocracy. In Korea which has achieved conspicuous economic growth and procedural democracy, current politics disproofs the real democracy due to the absence of democratic culture of everyday lives and sound democratic mind of ordinary civilians. Therefore, the role of civil society as the political power of checks and balances is crucial in order to restore democratic politics. So, this study aims to analyze the possibility and limitation of the civil society as the third power or sector and NGOs as its core agents based on the democratic theory of Reinhold Niebuhr. Especially, it deals with ASEM2000 People’s Forum as its concrete example which challenged the neoliberal globalization supported by ASEM2000. Finally it will discuss the following agenda of Korean civil society after ASEM2000 People’s Forum.
