라인홀드 니버의 사회윤리적 관점에서 본 한국사회의 경제민주화 논의

라인홀드 니버는 힘의 균형이 사회의 정의를 근사치적으로 잘 이룰 수 있다고 주장한다. 이런 주장과 함께, 민주주의는 인간의 정의를 행하고자 하는 성향 때문에 가능하고, 불의를 향한 경향성 때문에 필요하다는 입장이 그의 《빛의 자녀들과 어두움의 자녀들》에서 나타난다. 이런 관점에서 한국사회에서 자본가(경영) 계층과 노동자 계층의 힘의 균형이 이루어질 때, 즉 경제 민주화가 어느 정도 진전될 때, 정의로운 사회 결국은 안정되고 번영된 샬롬의 세상이 이루어진다는 기독교윤리적인 함의가 있을 것이다. 그런데 민주주의는 완벽한 제도도, 완전한 과정도 아니기에 니버는 가능한 한 해결책을 이루는 근사치적 접근, 즉 해결 불가능한 일들에 대한 차선책을 찾아내는 방법의 필요성을 역설한다. 그런 점에서 한국에서의 경제민주화에 대한 논의는 여러 다양한 세력들이 지속적인 논의의 장을 통해 먼저 균형을 이루어 가는 것이 중요하다. 이런 논의를 거친 후에 구체적인 정치와 정책의 영역에서 제 세력들의 이해관계와 일정한 정도의 균형을 이룰 때, 최선은 아니더라도 현실적인 면에서 경제 정의에 근접한 방안들이 도출될 것이다. 이 논문은 이런 관점에서 비록 지금은 소강상태에 있지만 다시 제기될 가능성이 높은 한국사회의 경제민주화에 대한 논의를 니버의 관점에서 살펴보고 계속적인 민주주의적인 논의를 통한 지속적인 조정의 과정을 이끌어내면서 민본적인 샬롬의 경제를 추구하는 데 일조하고자 한다.
Abstract
This paper aims at implications of Reinhold Niebuhr’s social ethics to the controversy on economic democratization of Korean society. In his book, The Children of Light and the Children of Darkness. He presents a Christian realistic theory that the balance of power is the condition for approximate achievement of social justice. From this kind of viewpoint, democracy is possible due to human capacity for justice, and is necessary due to human inclination to justice. In Korean society, this kind of Niebuhrian social ethics has implications for achieving economic democratization through the balance of power between the capitalist classes and labor classes. As a result, a just, peaceful, and prosperous society will come. This reflects the Christian hope for shalom. However, democracy is not perfect institution and process, so it is necessary to search for possible but a second best or approximate solution to insoluble problems. In this respect, it is important that the controversy on economic democratization should achieve balance among different groups through the platform for constant debates. After these kinds of controversies, and when there comes a balancing state among interests of various social groups, a realistic, though not best, and approximate methods will be drawn for economic justice in Korea. In that standpoint, this paper is to contribute for drawing a adjusting process for the economy of democratic shalom through continuous democratic debate for the democratization of economy that is though in interval of calm but has high possibility to be raised as revived controversy.
