한국에서 민주주의의 공고화가 진행되었음에도 불구하고 정당은 여전히 개혁의 대상으로 남아있다. 이것은 한편으로는 정당이 환경을 효율적으로 통제하고 있거나 그러한 환경에 잘 적응하고 있다는 것을 의미하고, 다른 한편으로는 그럼에도 불구하고 정당이 지속적으로 위기에 처해있다는 것을 의미한다. 민주화 과정에서 새로운 정치세력의 참여요구로부터 비롯되는 위기에 대해 정당은 폐쇄적 정당체제의 형성으로 대응하였다. 폐쇄적 정당체제는 1987년 6월 항쟁 이후 시민운동의 정치참여와 사회운동의 정체세력화를 추동하는 요인이었다. 이 점에서 시민운동과 사회운동의 정치적 도전은 정당과 정당체제의 위기를 야기하는 중요한 원인들 중의 하나이자 결과로 평가될 수 있다. 1987년 6월 항쟁과정에서의 위기가 정당체제의 복원과 야당의 편입으로 해소되어진 것과 달리, 민주화 이후의 위기는 제도화된 야당이 아닌 시민운동의 정치참여와 사회운동의 정치세력화를 통하여 해소될 수 있다. 즉, 폐쇄적 정당체제의 개방을 통해 위기가 해소되는 것이다. 하지만 시민단체의 발전에 비해 정당의 발전은 가시적이지 않다. 정당이 민주주의에서 필수불가결한 부분이라고 할 때, 정당 민주화의 지체는 민주주의의 지체로 이어질 수밖에 없으며 시민운동의 발전에도 커다란 장애요인으로 작용한다. 여기서 시민운동의 정치참여에는 ‘어떻게 참여할 것인가’라는 과제가 추가되어야 한다. 왜냐하면 일반적으로 외부의 압력에 대해 정당은 압력을 상쇄하거나 해소하는 방향으로 반응하기 때문이다. 따라서 선거과정에서 감시자나 심판자의 역할을 넘어서 자신들의 고유한 목표와 정책으로 정치에 참여하고 지지를 조직하는 시민운동의 정책추구적 정치 참여는 시민운동과 정당의 발전을 촉진하는 적합한 매개 고리가 될 수 있다.
Abstract
The Democratic Consolidation was processed, but the party is still the object of the reform in South Korea. This is imply that the party have been controling the environment efficiently or adapted well to the environment on the one side, none the less, the party faces a crisis to the continuance on the other side. In the democratization course, the requirement of new politics participation causes the crisis. About this, the party reacted to the formation of the closed party system. It was the reason to cause the participation of civil movement and empowerment of social movement, after June Struggle in 1987. In this point, the challenge of civil movement and social movement is one of the important reason of the crisis and is the result which cause the crisis of party and party system. The crisis after democratization can be solved to the participation of civil movement and empowerment of social movement. Namely, the crisis is solved through the open of the closed party system. But the development of the party is not remarkable compared with the development of the civil movement. The party is essential in the democracy, so the delay of a party democratization leads to the delay of the democracy and acts at the development of the civil movement to the obstacle factor. Hence, the participation of civil movement must be added at the subject "How". Because, generally, about the pressure of the outside, the party reacts to the direction to offset or dissolve it. To the conclusion, the policy-seeking participation of civil movement can expedite the development of party and civil movement.
