부산지역 사회적 자본의 특징에 관한 연구 – 5개 광역시도와 비교 및 부산의 변화를 중심으로 -

초록

본 연구의 목적은 부산지역 사회자본의 특징과 변화의 경향성 고찰을 통해 지역 시민사회의 역량을 평가하고 사회자본 활성화에 필요한 과제를 도출하는 것이다. 기존의 이론적 논의를 바탕으로 지역단위 사회자본의 특징을 파악할 수 있는 핵심 구성요소로서 ‘신뢰’, ‘호혜적 규범과 이타성’, ‘네트워크’, ‘시민참여’, ‘지역자부심과 관심도’ 등 5개 측정지표를 추출했으며, 부산과 5개 광역시도 및 전국평균을 비교하는 횡단연구와 부산의 변화를 추적하기 위한 종단연구를 결합하였다. 분석결과 부산의 사회적 자본은 한국사회 전반의 사회자본과 유사한 수준으로 취약하지만, 세부지표별 편차가 존재했다. 또한 지역 간 비교에서 나타나는 지표 간 유사성 또는 상이성은 역사‧문화적 요인 보다는 ‘지방자치의 미흡’이라는 정치‧제도의 요인이 더 크게 작용한 것으로 분석되었다. 사회자본 축적을 위한 과제로서 첫째, ‘지방자치 정상화를 통해 현재의 중앙집권적‧수직적 권력구조를 지방분권적‧수평적 구조로 전환’, 둘째, ‘공공영역에 대한 시민참여의 확대와 네트워크의 질 제고’, 셋째, ‘관용‧나눔문화 확산 등 미시적 노력과 국가차원의 공정성 확보‧소득분배구조 개선 등 거시적 노력의 병행’을 제시하였다.

Abstract

The purpose of this study is to assess the capacity of civil society and identify needed tasks to reinvigorate social capital in Busan based on the contemplation about characteristics of social capital and its changing trends in Busan. From previous theoretical researches, five measuring indices are extracted to figure out the characteristics of social capital at a local level: 'trust', 'reciprocal norms and altruism', 'network', 'citizen participation', and 'local pride and interest'. With these indices, a cross-sectional study that compares the average of Busan with that of other 5 metropolitan cities and the nation and a longitudinal study that is to track down the changes in Busan are both carried out. As a result, the social capital in Busan is as weak as that in Korea overall, but some discrepancy exists by each index. Also, it turns out that similarities or differences among indices in regional comparison are mainly attributable to political·institutional factors rather than historical·cultural factors. Identified tasks for the accumulation of social capital are first, 'transforming the current central·vertical power structure into decentralized·horizontal structure by normalizing local autonomy', second, 'expanding citizens participation in public affairs and enhancing the quality of network', third, 'making efforts both at a micro-level such as spreading the culture of tolerance·sharing and at a macro-level such as securing fairness in a nation and improving income distribution structure'.
