21세기는 ‘세방화’(Glocalization) 시대라고 불릴 정도로 지역이 갖는 의미가점차 높아지고 있다. 한국에서도 1995년 지방자치시대가 본격 출범하면서, 중앙집권체제에 종속돼 있던 지역사회가 본격적인 지방화시대의 주역으로 주목받기 시작했다. 그 과정에서 시민과 주민이 곧 정치의 주체인 풀뿌리 민주주의 이념을 지역에서 출범하고자 하는 시도가 확산되고 있지만, 우리 사회 곳곳에 만연한 중앙집중적의사소통의 공론장을 다극분산화시키기 위한 선행작업이 우선 요구되고 있다. 본 연구에서는 지역 단위 정책이 결정되어지는 과정에서 그 실천적 주체로서의자발적 결사체의 역할과 기능을 사회자본 구축이라는 관점에서 검토해보고자 한다. ‘관계의 사회적 연결망 구도’에서 출발하는 사회자본은 신뢰와 호혜성의 네트워크를 기반으로 하며, 이를 위해서는 자발적 결사체의 역할 및 기능이 반드시 병행되어야 한다. 자발적 결사체는 사회자본 축적 과정에 있어서 매개와 확산의 중간집단이며, 특히 지역 내 자원을 관계의 네트워크를 통해 접근하고 동원하는 주체이기때문이다. 이에 본 연구에서는 부산분권혁신운동본부가 수행한 지방선거 정당공천제 운동이 지역 단위 사회자본 구축을 위해 어떠한 역할과 기능을 수행했는지를 살펴보고자 한다. 이를 위해 사회자본과 자발적 결사체의 상호작용 모델을 제시하고, 이를 중심으로 사회자본 구축의 각 단계에서 자발적 결사체가 수행한 역할 및 기능을 연대기적으로 살펴보았다. 본 연구는 자발적 결사체가 지역 단위 사회자본을 형성하는 과정에서 어떠한 역할과 기능을 수행했는지를 장기간의 시점을 두고 분석했다는 점, 지역 단위 정치적 의제가 결정되어지는 과정에서 그 실천적 전략의 수행과정을 검토했다는 측면에서 한국적이면서도 지역적인 사회자본 연구의 방향성을 제시하고자 한다.
Abstract
The 21st century is called “Glocalization”, and the meaning ofthe region is gradually increasing. In 1995, the local autonomy was launched in Korea, and the local community,which was subordinated to the central government, began to receive attention asa leader in the age of local autonomy. In the process, citizens are attempting tolaunch the grassroots democratic ideology as a political entity. But there is a needfor prior work to multiply and disperse the public sphere of centralizedcommunication that is widespread throughout our society. The purpose of this study is to examine the roles and functions of voluntaryassociations as a practicing subject from the viewpoint of building social capital. The social capital that starts from the 'social network structure of relations' isbased on the network of the trust and reciprocity, and the role and function ofthe voluntary association must coexist. Voluntary associations are theintermediate group of mediation and diffusion in the accumulation process ofsocial capital, especially they are the subjects who access and mobilize resourcesin the region through the network of relations. The purpose of this study is to investigate the roles and functions of localelectoral campaigns organized by the ‘Busan Decentralization & InnovationHeadquarter’ to build regional social capital. For this purpose, I proposed a model of interaction between social capital andvoluntary associations, and chronologically examined the roles and functions ofvoluntary associations at each stage of building social capital. This study examines the roles and functions of voluntary associations in theprocess of forming regional unit social capital, examines the long-term view ofthe role and functions of the voluntary associations, and reviews the process ofimplementing the practical strategies in the process of determining local politicalagendas.
