시민들의 통일정책참여는 통일정책에 대한 시민들의 자치역량 행사라고 볼 수 있다. 최근 몇 년 동안 시민들의 통일정책참여는 여러 가지 배경 특히 ICT 혁명에 힘입어 지속적으로 성장하는 모습을 보이고 있다. 본 논문은 이렇게 성장하고 있는 시민들의 통일정책참여의 현황을 고찰하는 데 목적을 두고 있다. 이를 위해서 본 논문은 OECD가 시민참여의 유형으로 제시하는 ‘정보 공개’, ‘시민 협의’, ‘적극 참여’의 기준을 활용하였다. 이러한 분석에 따르면, 시민참여의 양태는 소극적 수준의 ‘정보 공개’ 단계에서 점차로 ‘시민 협의’로 발전해가는 모습을 보이고 있다. 시민들의 의사를 수렴하고 정책에 참여시키기 위해 다양한 제도를 도입·시행하고 있는 점은 상호협력적인 정부-시민 관계의 형성을 위해서 바람직하다. 그러나 시민들을 통일정책의 적극적인 생산자로 되게 하기 위해서는 의제가 설정되기 이전부터 시민들이 통일정책 설계에 참여할 수 있도록 정보 접근과 기회제공이 보장되어야 하고, 통일정책 형성과정에 있어 정부와 시민, 전문가의 유기적이고 ‘심의적인’ 토론을 토대로 공익이 신장될 수 있도록 시민들의 참여가 특정 집단의 개입에 우선되어야 하며, 이렇게 결정된 통일정책이 시민 대다수가 수용하고 원활하게 집행될 수 있도록 함께 노력하는 여건이 마련되어야 한다.
Abstract
By participating in unification policies, citizens exercise their empowerment. Due to recent changes, especially the great advances in ICT, citizen participation in unification policies have steadily increased. This study examines such growth and the actual state. In order to do so, this study looks at the categories of citizen participation such as sharing of information, consultation, and active participation, as set forth by the OECD. The mode of citizen participation has gradually developed from the passive “information” stage to that of “consultation.” The collection of citizen opinions and the adoption and enforcement of various systems to influence policies are beneficial to the formation of a partnership between government and citizens. However, in order to truly involve citizens in unification policies as active producers, citizens must have access to information and opportunities to formulate unification policies even before agendas are established. In addition, unification policies should be based on organic and deliberative discussions among citizens, government representatives, and experts and prioritize citizen participation above special interests for the greater good of the public. Finally, we need to work together to ensure that such unification policies are accepted by a majority of the population and smoothly implemented.
