이 글은 아시아 민주주의의 질적 발전을 측정하는 지표구성에 있어서 어떻게 여성주의 정치학을 고려해야 할 것인가에 대한 이론적 논의이다. 주로 서구 자유주의적 민주주의 모델과 그 경험에 기초한 주류 북반구 중심의 지표들은 아시아 민주주의의 특징적 구성과 그 안에서 작동하는 특정한 젠더권력관계를 포착하기에 어려우며 따라서 이런 지점들을 보다 분명히 측정하기 위한 대안적 지표가 필요하다. 서구 사회가 봉건신분제에서 근대 대의제 민주주의로 확연히 이동한 것과 달리, 아시아 민주주의는 민주화 이전 지배권력의 정치 사회경제적 독점체제가 민주화 이후에도 일정하게 지속되는 형태를 갖는다. 따라서 아시아 민주주의 발전과정은 다층적인 수준에서의 탈독점화정도를 통해 측정될 수 있다. 아시아 민주주의는 엘리트 지배적, 신자유주의적, 국가주도의 발전주의적 특징을 획득하는데, 엘리트 지배 정치는 공식 정치영역 뿐만 아니라 비공식영역에서 영향력이 막대하며 동시에 매우 젠더화되다. 아시아 민주주의와 함께 작동하는 신자유주의적 경제발전은 가난한 여성들의 몸과 섹슈얼리티 통제를 매개로 하여 가정, 지역사회, 공식 비공식영역에서 수행되는 평가절하된 재생산과 생산노동 의존하고 있다. 따라서 대안적 아시아 민주주의 지표가 탈독점화과정에서 젠더관계의 민주화 수준을 보려면 북반구 중심 민주주의 지표에서 정치와 경제가 주로 공식정치와 공식 시장영역으로 한정된 것을 넘어서서 다양한 사적영역, 비공식정치영역 그리고 자본주의외적 생산, 비공식생산, 재생산 부문들의 필요한 요소들을 포함해야 한다.
Abstract
This paper discusses how to construct an alternative index for assessing quality of democracy in Asia through feminist perspectives. The Western centered democracy index based on mainstream liberal democracy is inadequate to evaluate democratic development and its relation to gender relations in Asia, which obtains specific natures and functions distinguished from the Western society. While Western democracy clearly shifted from the feudal system to modern democracy, democracy in Asia tend to sustain political socioeconomic monopoly of the previous dictatorship/authoritarian system to some extent. Democracy is Asia, as a process of deconstruction of the multiple monopoly, can be characterized by its elite-domination, neo-liberalism and the state-led developmentalism that are underpinned by highly gendered elite monopoly in both formal and informal politics and increasingly undervalued women’s work both in formal and informal economy mediated by control of women’s body and sexuality. The alternative index for assessing democracy in Asia, hence, must be critical to the existing Northern index based on accounting factors in formal politics and economy and expand them to the ways in which include informal political arena such as women’s body and sexuality, family, kinship, local community as well as informal economy such as women’s reproductive work, subsistent labour, sex-work, local community management, and diverse informal work.
