‘공정하고 민주적인 대안적 세계화가 가능하다’는 기치를 내걸고 적극적으로 대안모색을 추구하려는 ‘대안 세계화 운동’이 확산되고 있다. 이런 움직임은 신자유주의적 세계경제 거버넌스가 발생시키는 여러 문제에 대한 불만이 고조되고 미국발 신용위기가 세계경제를 뒤흔들자 최고조에 달하고 있다. 신자유주의 거버넌스가 실패한 패러다임이라는 인식이 확산되면서 자연스럽게 세계 무역·금융체제 자체와 그 주된 규칙제정 기관인 브레턴우즈 기구, 즉 IMF, 세계은행, WTO에 의한 세계경제 지배구조(이하 거버넌스)의 개혁이 피할 수 없는 과제로 떠올랐다. 21세기 최초의 세계 신용위기를 발생시킨 미국은 자체적인 수습책과 함께 세계 주요국들과의 공조체제를 요청하고 있다. 이는 과거와는 다른 새로운 방식의 세계경제 거버넌스의 필요성과 개혁 대안에 대한 고민이 절실함을 단적으로 증거하고 있는 것이다. 본 연구에서는 대안세계화 모델 탐색의 일환으로 이루어지고 있는 세계경제 거버넌스 개혁논의를 국제 케인스주의 입장을 중심으로 살펴보려 한다. 이를 위해 우선 2절에서는 신자유주의적 세계화의 문제점을 통해 세계경제 거버넌스 개혁논의가 확산된 배경을 살펴보고, 3절에서는 거버넌스 개편논의의 유형별 특징과 문제점을 간략하게 검토한 후에 국제 케인스주의적 거버넌스 개혁 논의에 포함되는 몇 가지 스펙트럼에 대한 논의구조의 핵심과 특징을 살펴볼 것이다. 4절에서는 전체 논의를 요약하고 그 함의를 찾아보려 한다.
Abstract
After the financial crisis of the early 1980s, neoliberal-led globalization has attempted to universalize and heighten market-dependence in order to enhance the powers of global capitalists and facilitate capital accumulation. But the contradictions of neoliberal globalization have created a base of contestation, which allows space and time for larger and more comprehensive resistance movement(anti or alter-globalization movement) to emerge since 1990s. Anti or alter-globalization contestation and movement of economic aspects converges on the reformation of global economic governance. Therefore this article seeks to look around about contents and characteristics of the Alternative Global Economic Governance(AGEG) contestation based on the International Keynesian alternatives(IKA) among several AGEG models, the autonomist, the decentering and territorializing, anarchist-autonomist, Marxist and so on. Main attempts of this article is to forge a viable counter-hegemonic strategy and to explicate the critical problem of global economic governance, that is, how free market expansion can be managed and made sustainable through the IKA.
