Abstract

The primary objective of this study was to reconceptualize the standing of Jeju Island—often dubbed the “Island of Exploitative Pricing”—and to advance its sustainable development by identifying and proposing measures to eradicate overcharging practices. To this end, we conducted a qualitative, case‐based analysis drawing upon media reports and administrative complaint records to examine in depth the forms of overcharging and the mechanisms by which they are implemented. Specifically, we collected and analyzed representative examples of “menu inflation” in seafood and black‐pig restaurants, “fare manipulation” in taxis and rental vehicles, and “unreasonable optional fees” in lodging facilities. Through these case studies, we identified three key structural and institutional drivers of exploitative pricing: tourism overcrowding, regulatory deficiencies, and entrenched local interest structures. We also reviewed the operational status of the Jeju Tourism Complaints Center and municipal and police enforcement actions, assessing the extent to which administrative responses have mitigated the problem. Based on our findings, we proposed a suite of practical policy and institutional reforms, including the introduction of transparent pricing regimes, enhanced monitoring systems, and a voluntary reporting mechanism for affected tourists; the designation of special tourism zones and the strengthening of licensing requirements under central government support; collaborative adjustments to pricing frameworks for international visitors in partnership with national authorities; and the development of an Open Data–driven smart‐tourism platform built on a Joint Information System(JIS). We anticipate that these measures will yield seven principal benefits: (1) restoration of tourist confidence through clear and equitable pricing; (2) promotion of industry self‐regulation via monitoring and reporting incentives; (3) consolidation of institutional frameworks—particularly eco‐tourism models that integrate revenue‐generation with oversight functions; (4) establishment of a robust legal foundation through special‐zone designation and enhanced licensing; (5) improvement of the credibility of tourism information via multilingual price disclosures and platform transparency; (6) real‐time eradication of overcharging through a public–private integrated information network; and (7) the creation of a data‐driven “policy living lab,” enabling iterative, evidence‐based design and evaluation of tourism pricing policies.
