본 논문의 목적은 관광정책에 대한 문제점을 기존연구동향을 통해서 살펴보고 제주도의 관광정책에 대한 방향 설정을 위한 사전 준비단계인 관광개발에 대한 방향, 행정조직, 공무원의 전문성, 자치단체간의 협력, 법규와 예산을 통한 관광행정의 발전에 대해서 문제점을 살펴보고 대안을 제시하는데 있다. 연구의 내용적 범위는 관광정책에 있어서의 관광정책 개발현황, 공무원조직 및 전문성 그리고 자치단체간의 협력, 법규 및 예산에 한정하였다. 연구의 공간적 범위는 제주도광역자치단체를 대상으로 하였다. 그 결과, 대안으로 제주형 관광정책 개발목표, 관광행정조직의 정비 및 공무원의 전문성 신장 방안, 광역자치단체와 기초자치단체의 협력 강화, 관광관련 법규의 제개정과 예산의 효율성 방안을 제시하였다.
Abstract
This paper first looks into the problematic issues regarding the tourism policy from the perspective of the presently existing research directions. Then, it looks into the issues regarding the direction of the tourism development, public administration organization, professionalism of the public servants, cooperation between autonomous organizations and the development of the tourism administration through legal systems and budget which is the preparatory stage for the establishment of the tourism policy of Jeju to present some alternatives for these issues. The contents of the research lies within the limit of the present status of the tourism policy, public servant organization and their professionalism as well as cooperation, legal system and budget. The spatial boundary of the research lies within Jeju's autonomous organizations. As a result, some alternatives such as the development objectives of the Jeju type tourism policy, plan for promoting the professionalism of the public servants as well as the improvement of the tourism administration organizations, strengthening the cooperation between the wide-scale autonomous organizations and basic autonomous organizations, enactment and re-enactment of the laws regarding tourism, and the effective usage of the method of the budget were presented.
