중소기업 중심 경제구조 의미와 개념 및 실체, 그리고 정부정책방향에 관한 담론적 접근

문재인 정부는 ‘대기업 중심 경제의 대안으로서 중소기업 경제구조를 구축'하고 ‘대중소기업 근로자간의 임금격차 해소’를 제시함으로써 역대 정부와 가장 큰 차별성을보여주었다. 정부는 이러한 목표달성을 위해서, 첫째 우선적으로 중소기업 중심 경제구조에 대한 학술적 정의를 정립시켜야 한다. 철학과 이론 등에 대한 학문적 토대가 없다면 지속될 수 없기 때문이다. 둘째, 새로운 정책의 접목과 지속성 확보를 위해 그간 한국경제를 지배해 온 경제적 이념을 극복하고 제3의 이념체계를 구축해야한다. 셋째, 중소기업 중심 경제구조의 실체는 대기업과 중소기업 노동자 계층 간의임금격차 해소이며 이 목표는 또한 경제의 이중구조해소라는 사실을 정부가 인식해야 한다. 마지막으로, 정부 정책의 집행은 영역별 및 요소별 정부의 개입 수준을 명확히 설정함으로써 강력한 이익단체와 정치집단의 개입을 최소화시켜야 한다.
Abstract
Moon Jae-in government showed the greatest difference from the previous government by suggesting ‘to build up the economic structure of SMEs as an alternative the Cheabol-large enterprise economic system’ and ‘to resolve the wage gap between SMEs and large corporations workers’. To achieve this goal, the government should first establish an academic definition of the SME-centered economic structure. It can not be sustained without an academic foundation on philosophy and theory. Second, to combine new policies and ensure sustainability, the government must overcome the economic ideology that has dominated the Korean economy and build a third ideological system. Third, the reality of the SME-centered economic structure is to resolve the wage gap between large and small-sized business workers and the government should recognize that this goal is also a solution to the dual structure of the economy. Finally, the enforcement of government policies should minimize the intervention of interest groups and political groups by clearly setting the level of government involvement in each area and factors.
