국가 수준 한국어 교육과정 내 문화 구성 체계 분석

이 연구는 국가 수준 한국어 교육과정의 내용체계에서 문화의 유무와 제시 방식을 살펴봄으로 언어 교육과정에서의 문화의 위치와 문화를 보는 방식을 고찰하는 데에 목적이 있다. 이를 위해 이 연구에서는 국내외에서 대표성을 가지는 6개 교육과정(CEFR, CLB, WIDA, 국제통용한국어표준교육과정(2017), 사회통합프로그램운영지침(2019), 한국어(KSL)교육과정(2017))을 대상으로 분석을 실시하였다. 이후 문화가 독립적으로 존재하는 교육과정인 국제통용한국어표준교육과정(2017), 사회통합프로그램운영지침(2019), 한국어(KSL)교육과정(2017)을 중심으로 각 교육과정의 목표와 성격이 문화의 기술 방식과 어떻게 관련되는지 살펴보았다. 내용체계를 보았을 때 국외 교육과정에서는 언어지식을 중심으로 기술된 데에 반해, 국내 교육과정은 언어기술과 개별 교수자원을 중심으로 기술되어 있었다. 문화 항목은 국내 한국어 교육과정에서만 독립적으로 존재했는데 이는 언어 정책 시행 배경이 지역에 따라 다르기 때문인 것으로 보인다. 마지막으로 국내 교육과정에서도 문화를 분류하고 기술하는 방식에 차이가 존재했다. 이는 교육 대상과 상황 맥락의 차이에서 발생하는 시각의 차이 때문인 것으로 보인다. 이 연구는 한국어 교육과정의 문화 영역 체계와 위계화를 살펴봄으로 문화가 존재하는 방식과 위상에 대해 살펴보았다는 데에 의의가 있다.
Abstract
This paper aims to analyze whether and how culture is integrated in the content of the National Curriculum for the Korean language, to discuss the role of culture in the curriculum, and to consider the perspective to look at culture. To do this, this project conducted first a content analysis of six main language curricula: CEFR, CLB, WIDA, the International Standard Curriculum for the Korean Language (2017), Korea Immigration and Integration Program (2019), and KSL(2017). Then, with respect of the three curriculum where culture was listed as a separate item (International Standard Curriculum for the Korean Language(2017), Korea Immigration and Integration Program (2019), KSL(2017)), a review was conducted on how description of culture was integrated with the goal of the curriculum. On the perspective of content, culture is considered within linguistic knowledge in the ISCKL, while in the national curricula is it integrated in the linguistic knowledge and teaching dimension. Culture related item are listed independently in the national curricula, because the regional teaching activity is the background of the policy implementation. Lastly, there were further differences among national curricula in the categorization of culture, due to differences in teaching environments and learners. The contribution of this paper lies in focusing on the cultural aspects of language curricula and at its description.
