Abstract

This study explores the potential of Actor-Network Theory (ANT), an emerging theoretical framework that aims to overcome the limitations of human-centered ontological and epistemological approaches, as a viable methodology for analyzing the implementation of education policy. Taking ANT’s analytical utility as a premise, the study seeks to concretize ANT as a methodological approach, assess its applicability, and critically examine the methodological challenges it entails. The research reviews the emergence of ANT and its core concepts — including actors, symmetry, agency, relational effects, networks, black boxes, and translation — and applies these to reconceptualize the implementation of education policy. From an ANT perspective, policy implementation is interpreted through four analytical lenses: (1) the enactment of policy assemblages, (2) the fluidity of policy and the recontextualization of networks, (3) the effects of power, and (4) the process of translation. The study argues that ANT offers a powerful theoretical and analytical tool for capturing the complex dynamics and practices involved in policy implementation. Key methodological issues in applying ANT to education policy analysis include: (1) the problem of network cuts and the selection of actors, (2) the challenge of managing network expansion, (3) the recognition of invisible others, and (4) the demand for theoretical reflexivity and ethical sensitivity. Furthermore, when employing Callon's model of translation in analyzing education policy implementation, the study identifies additional concerns, including: the intentionality of actors, issues of power and inequality, ambiguities inherent in translation, the role of non-human actors, and the indeterminacy of processes. This study highlights the methodological significance of ANT in unpacking the multifaceted and layered nature of education policy implementation and underscores its potential as an alternative analytical framework for policy enactment studies.
