Abstract

This study examines how the International Baccalaureate (IB) education policy is connected, translated, and enacted within a candidate Primary Years Programme (PYP) school, using the “follow the actors” approach from actor-network theory (ANT). Rather than viewing policy as a set of formal procedures unilaterally implemented, this methodological approach reveals the multilayered and dynamic nature of policy enactment by tracing how specific actors interact, negotiate, and align within the local context. Using an elementary school (School K) as a case, the study follows the agencies and translation processes of both human and non-human actors involved in the enactment of IB policy, and analyzes how policy networks are constructed, reconfigured, and sustained. The enactment process at School K illustrates the dissolution of an existing innovation school- based network and the emergence of a new IB policy network through the relational dynamics between the provincial office of education and the school, the complex interactions among school members, and the agency of non-human actors. The “follow the actors” approach proved useful in examining the negotiations and tensions between human and non- human actors, the formation of power and alliances, and the emergence and fracture of relational effects in the enactment process. This study is significant in that it does not rely on pre-existing theories or analytical frameworks, but instead traces the actual practices of human and non- human actors in the school field, and describes the relationships and orders they construct.
