초등학교 1·2학년 체육 교과 독립 운영을 위한 구조적 환경 분석과 효과적 실행 전략

본 연구는 초등학교 1･2학년 체육 교과 독립 정책이 현장에 효과적으로 안착하기 위해 요구되는 구조적 환경 분석과동시에 지속가능한 효과적 실행 전략을 탐색하는 것을 목적으로 한다. 목적 달성을 위해 체육수업 경험이 풍부하거나체육전담 경력을 보유한 초등교사 13명을 대상으로 심층면담을 실시하여 자료를 수집하였다. 자료 분석은 Braun & Clarke(2006)의 주제별 분석법에 따라 수행하였다. 분석 결과, 초등 1･2학년 체육수업의 교육적 실제에서 4가지, 지속가능한 효과적 실행 전략에서 3가지의 소주제가 도출되었다. 교육적 실제는 초등교사의 인식과 수업 운영적･환경적･ 내용적 측면으로 분석되었으며, 체육 교과 독립 운영을 위한 효과적 실행 전략은 수업 운영 및 환경 개선, 수업 내용지원으로 나타났다. 실행 전략 내용으로는 수업 운영 개선에서 1･2학년 체육전담교사 확보와 인력 확충 및 질 관리, 수업 환경적 측면에서는 지역사회 체육시설 활용, 체육 교과 교실 추가 확보, 효율적인 체육관 활용 시스템 구축, 학교 관리자 인식 개선, 수업 내용 지원에서는 초등교사 체육수업 전문성 신장, 초등 체육수업 가이드라인 구축이 있었다. 본 연구는 정책 시행의 성공 조건을 현장 교사의 경험과 요구를 토대로 구체화했다는 점에서 의의가 있으며, 향후 교육 당국에서 추진될 수 있는 관련 정책 수립과 실행 계획 수립 시 실증적 기초자료로 활용될 수 있을 것이다.
Abstract
This study aims to analyze the structural environmental conditions required for the effective implementation of the independent physical education (PE) curriculum for Grades 1–2 in Korean elementary schools and to explore sustainable and practical strategies for its execution. To achieve the purpose of this study, In-depth interviews were conducted with 13 elementary school teachers who either have substantial experience teaching PE or have served as full-time PE specialists. Thematic analysis, as proposed by Braun and Clarke (2006), was employed for data analysis. Analysis identified four subthemes representing the current realities of PE instruction in Grades 1–2: (1) teachers’ perceptions, (2) instructional operation, (3) instructional environment, and (4) instructional content. In addition, three subthemes emerged as sustainable strategies for future implementation: First strategy involves improving instructional operations, which include securing Grade 1–2 PE specialist teachers and expanding and managing human resources to ensure instructional quality. Second strategy, enhancing instructional environments, involve utilizing community sports facilities, securing additional dedicated PE classrooms, establishing efficient gym allocation systems, and improving school administrators’ perceptions of PE. In the third strategy, supporting instructional content, strengthening elementary teachers’ PE teaching competence and developing standardized PE teaching guidelines were identified as key measures. The significance of this study lies in identifying the essential conditions for successfully implementing the independent PE curriculum, based on the experiences and needs of field practitioners. These strategies provide empirical and practical guidance for educational authorities and schools.
