본 논문은 비교문화적 관점에서 한국, 중국, 일본 및 북한의 무형문화유산의 보호 활동의 현황을 검토한 후 특이사항을 분석하였다. 오늘날 국제 사회에서 현재와 같은 방식의 무형문화유산 보호활동은 2003년 유네스코의 무형문화유산 협약으로 시작되었으나, 각 나라의 특수한 사정으로 인해서 협약체제의 실천양상은 다양하게 나타나고 있다. 본고에서는 비교검토가 유용한 동아시아의 4개국에 국한해서 현황을 알아보았다. 특히 네 나라의 무형문화유산 보호활동을 분석하면서 이들의 역학관계를 살펴보았다. 즉 한국, 일본, 중국 그리고 북한의 보호활동이 서로 연관 관계를 맺고, 영향력을 주고받으면서 진행되고 있다는 점을 부각한 것이다. 이러한 분석은 동아시아 4개국의 무형문화유산 협약체제를 이해하는데 도움을 줄 것이다.
Abstract
From a cross-cultural perspective the current status of the safeguarding activities of intangible cultural heritage in Korea, China, Japan and North Korea has been reviewed and analyzed in this paper. Today, in the international community, the safeguarding of intangible cultural heritage in the current way began with the UNESCO Convention on Intangible Cultural Heritage proclaimed in 2003. However, due to the specific circumstances of each country, various aspects of the practice of the Convention system have been observed. This paper reviewed only four countries’ cases which are thought to be meaningful for the cross-cultural comparison focusing on the safeguarding policies and practices of intangible cultural heritage. It revealed that those of the four countries are progressing in closely interconnected ways. Or, it emphasized that the safeguarding policies and practices of South Korean, Japan, China and North Korea are progressing through mutual relations and influence. This analysis help to understand these dynamics and eventually the framework of the UNESCO Convention in four East Asian countries.
