Abstract
This study systematically analyzes the concept and role of Intangible Cultural Heritage (ICH) Facilitators and identifies their activity types to explore new possibilities for the protection and utilization of ICH. In contemporary society, effective ICH safeguarding and utilization require communication with the public, linkages with markets, and policy support. ICH Facilitators, as specialized professionals, play a crucial role in these processes. Focusing on the traditional craft sector, this study classifies ICH Facilitators into four role-based types: business-oriented facilitators, convergent content-oriented facilitators, public-friendly facilitators, and policy-based facilitators. It further analyzes the core roles and representative cases associated with each type. The findings reveal that ICH Facilitators perform multilayered roles, such as connecting bearers and the public, linking ICH with industries and education, and establishing a policy foundation for sustainable transmission. To effectively fulfill these roles, essential competencies include: professional understanding of ICH, communication skills, planning and storytelling skills, digital utilization capability, and coordination skills in policy and administration. To strengthen the role of ICH Facilitators, this study proposes the introduction of structured educational curricula, the establishment of a certification system, and the expansion of policy-level support. These efforts are expected to enhance the institutionalization and practical effectiveness of ICH Facilitators, thereby contributing to the sustainable safeguarding and contemporary utilization of ICH.
