국민연금제도의 점진적 개혁방안

초록

OECD 국가 중 가장 빠른 속도로 인구 고령화가 진행될 것으로 예상되는 한국의 경우 ‘저부담․고급여’체계의 국민연금 개혁이 시급한 실정이다. 그러나 국민연금이 제도도입 초기단계인 점과 노후생활에 필요한 연금급여의 적절성을 감안할 때 급격한 소득대체율 하향 조정이 어려울 것으로 예상되어, 제한된 수준(현행보다 10%pt 하향 조정한 50% 소득대체율)에서의 급여 삭감이 바람직할 것으로 판단된다. 반면에 국민연금, 퇴직연금, 개인연금이 성숙단계에 도달하는 시점(2028년 전후)에서는 추가적인 소득대체율 하향조정(10～15% pt 하향 조정한 35～40% 소득대체율)이 불가피할 것으로 전망된다. 이러한 개혁방안을 채택할 경우 국민연금의 재정안정화에 필요한 부담수준이 낮아지게 되어 노동시장에 미칠 부정적인 효과를 최소화하는 동시에 고령사회에서도 지속 가능한 다층소득보장체계 구축이 가능할 것이다.

Abstract

Considering that the number of recipients is still small due to the relative immaturity of the National Pension Scheme (NPS) and that the speed of population aging is the fastest among the OECD countries, Korea should in the short run alter the current high level of benefits to an appropriate level. In the long run, it needs to be considered to incrementally reduce the benefits of the NPS, as Korea becomes an aged society and multiple pension schemes such as the NPS, retirement pension and private pension plans are fully developed. The gradual reduction of benefits may in turn lower the required contribution level and help alleviate any negative impact on the labor market.
