컨조인트 분석법을 이용한 박물관 시설의 공익적 가치 추정

최근 들어 박물관은 단지 과거 인류가 남겨놓은 것을 보관ㆍ전시하던 곳에서 후손에게 온전히 물려주어야할 문화유산을 보존ㆍ연구ㆍ전시ㆍ교육하는 ‘복합 문화공간’으로서 그 중요성이 확대되고 있다. 이에 본 연구에서는 컨조인트 분석법을 이용하여 박물관의 공익적 가치를 추정하였다. 분석결과, 박물관 연면적에 대한 평당 MWTP는 0.16원, 유물의 종류에 대한 MWTP는 1,265원, 유물의 질에 대한 MWTP는 1,099원, 접근용이성에 대한 MWTP는 753원 그리고 전시 외 주요 프로그램에 대한 MWTP는 841원으로 추정되었으며, 추정치들은 모두 통계적으로 유의하였다. 본 연구는 박물관의 공익적 가치와 관련한 학술적, 정책적 시사점을 제시하고 있다. 즉, 박물관의 공익적 가치들에 대한 가치측정을 수행함으로써 통상적으로 사용된 비용-편익분석방법을 보완 및 발전시킬 수 있을 뿐 만 아니라, 향후 정책 결정자들에게 공공문화시설의 정책과 관련한 의사결정과정에 유용한 방법론적 체계와 정량적 정보를 제공할 것으로 판단된다.

Abstract

As a cultural facility, the role of museum has been enlarged. However there are few study to evaluate the public value of museum. This paper applies a conjoint analysis to measuring the public value of museum. At first, this paper chose the attributes of museum and derived the marginal willingness to pay. As a result, the choice works for selecting a preferred option among three alternatives were within respondents' ability and the derived marginal willingness-to-pay estimates were statistically different from zero. This paper contributes to complementing the existing valuation methods by estimating the attributes of museum and providing policy-makers with useful methodological framework and quantitative information in the decision-making process related to the policy of cultural facilities.
