프랑스·영국·독일의 인도태평양전략간 공존 및 통합가능성에 관한 연구

본 연구의 목적은 유럽 3대 강대국인 프랑스, 영국, 독일의 인도태평양전략을 비교분석함으로써, 삼국의 역내전략간 공존 및 통합가능성을 탐구하는데 있다. 상기한 삼국은 역사적으로 인도태평양에서 주요행위자로 활약하였다. 오늘날에도 이들 국가는 역내에 중대한 이익을 가지고 있다. 삼국의 인도태평양전략간 공통점은 총 3가지이다. 첫째, 삼국은 역내에서 자유로운 항행수호를 핵심목표로 한다. 둘째, 삼국은 역내에서 다자주의질서건설을 지향한다. 셋째, 삼국은 역내 군사적 역량강화 및 협력을 추구한다. 그러나 삼국 역내전략간 3가지의 균열요소가 존재한다. 첫째, 독일의 전략적 우선순위가 자국의 대외무역이익보호에 치중되어있다. 둘째, 영국이 본질적으로 역내 범(凡) 영미권 전략과의 연계성을 선호한다. 셋째, 영국이 나토의 틀 안에서 유럽전략공조를 우선시 하는 반면에, 프랑스와 독일은 유럽연합의 틀 안에서 공동 전략추진을 희망한다. 결론적으로 삼국의 역내전략간 공존을 넘어 통합을 위해서는 장기적 국익조화에 기반한 지속가능성이 요구된다.
Abstract
The objective of this study is to explore the coexistence and integration between the Indo-Pacific strategies of France, Great Britain and Germany, through comparing and analyzing them. In fact, these three powers had been historically major players of the Indo-Pacific. Today, they still have important interests in the region. The Indo-Pacific strategies of the three powers have three convergence points. First, they seek to protect the free maritime order in the Indo-Pacific. Second, they wish to establish a multilateral order in the region. Third, they try to improve military capacities and cooperations in the region. However, there are also three divergence points between the regional strategies of the three powers. First, the strategic priority of Germany is much more concentrated on its economic and trade interests in the Indo-Pacific. Second, Great Britain prefers essentially the strategic connectivity with the Anglo-Saxon powers. Third, Great Britain wants to realize the strategic cooperation in the region in the frame of the Nato. In the meanwhile, France and Germany prefer to do that by the European Union. In conclusion, an integrated Indo-Pacific strategy of the three powers could be successful by its sustainability, which needs the constant harmonization of interests between them.
