영국 국가범죄수사청(NCA)에서는 1999년 프로파일링 업무를 담당하는 범죄행동분석가를 공식적인 직무로 채용한 이래 ‘범죄자 프로파일링(Offender profiling)’을 ‘행동수사자문(Behavioral Investigation Advise)’이라는 명칭으로 변경, 중요사건 수사과정에서 행동과학과 관련된 전문화된 수사 서비스를 운영하고 있다. BIA는 과거 미국 FBI에서 시작된 범죄자 프로파일링 수사 체제를 도입한 영국 경찰의 변화된 제도로 기존 프로파일링 방식의 한계를 보완한 실용적 수사 지원 방식으로 인정받고 있다. 이러한 시도는 수사기관에 행동과학적 수사 자문 서비스를 제공하는 전문가 대상 영국경찰청장협회(ACPO, 현 NPCC)의 엄격한 인증제도, 분석 보고서의 정기적인 평가와 감사(Audit)제도에서부터 시작되었다. 또한 프로파일링 분석 절차와 실질적 서비스 수용자인 수사관들에게 결과의 효과적 전달 방식을 표준화함으로써 범죄자 프로파일링과 관련된 기법의 수사 효용성 인식 향상 및 실질적 수사 기여를 위한 제도적 기반을 확립했다. 영국 경찰의 BIA 제도가 국내 경찰 범죄분석요원 제도와 구분되는 차별적인 특징으로는 행동수사자문관에 대한 자격인증관리를 통한 프로파일링 분석 활동의 기준 정립, 표준화된 수사지원 및 분석 절차 확립으로 프로파일링 분석 분야에 대한 전문성 및 수사관 신뢰 확보, 전문 분야의 세분화 및 전문가들의 협력적 분석 체제 강화 등을 들 수 있다. 이에 따라 국내에서도 프로파일링 실무 전문 분야에 대한 명확한 역할 정의, 이에 대한 수사관 인식 개선, 프로파일링 및 범죄분석요원의 전문 분야의 구분 및 한계 설정, 구체적인 분석지원 및 분석절차 표준화를 통한 범죄분석요원의 전문성과 신뢰 강화 노력이 필요하다.
Abstract
The National Crime Agency(NCA) in the UK officially hired a criminal behavior analyst in charge of offender profiling in 1999. Since then, "Offender profiling" has been renamed Behavior Investigation Advise, and specialized crime investigation services applied to behavioral science are operated in the process of major crime investigation. BIA is a changed system of the UK police that introduced a criminal profiling investigation system that was launched by the US FBI in the past. It is recognized as a pragmatic investigation support method that complements the limitations of the existing offender profiling method. These efforts began with the strict certification system of the association of National Police Chiefs' Council for experts providing behavioral investigative advisory services to investigators and the regular evaluation and audit of analysis reports. It also established an institutional foundation for improving awareness of the investigative effectiveness of offender profiling techniques and contributing to criminal investigations by standardizing profiling analysis procedures and effective delivery of results to investigators who are practical BIA service customers. The discriminatory characteristics that distinguish BIA system in UK from the Korean police's offender profiling system are as follows. First, establishing standards for profiling analysis activities through qualification management for BIAs, standardized investigation support and analysis procedures, securing expertise and trust of BIAs, and strengthening experts' cooperative analysis systems. Even in the South Korea, it is necessary to strengthen profiler's expertise and trust by defining a clear role in the field of practice, improving investigator awareness, setting the standardizing specific analysis procedures.
