수사경찰 역량모델 개선에 관한 연구 - 형사범죄수사 및 지능범죄수사를 중심으로 -

Abstract

This study reviewed previous studies on the competency model of the investigative police and derived the draft model through in-depth interviews with excellent investigators in the field of criminal and intelligence crime investigation recommended by the National Office of Investigation, and then conducted a survey of front-line investigators to verify the validity and derive the final competency model by reflecting the opinions of experts. The results showed evidence collection and analysis capability was analyzed as the most important competency in the criminal investigation police competency model, and it was composed of 11 competencies, including trace investigation capability. In the competency model of the intelligence crime investigation police, the ability to conduct coercive investigations such as seizures was analyzed as the most important competency, and it was composed of 10 competencies, including reasoning based on evidence analysis and the ability to prove criminal charges. Compared to the previous model, the criminal investigation and intelligence crime investigation competency model has the significance of deriving more diverse competencies reflecting the changed investigative environment and the characteristics of each investigation field, and can be utilized to improve the expertise of investigative police officers by improving the curriculum for police investigation academy. In addition, limitations of the study and suggestions for further research were discussed.
