Abstract
This study analyzes the spatial characteristics of food establishments in Seoul that have violated alcohol sales and provision laws for juveniles and aims to propose policies to curb juvenile delinquency. To achieve this, key variables such as the number of noncompliant establishments, high schools, the proportion of elderly residents, and floating population were measured at the census block level. A zero-inflated negative binomial regression analysis was conducted using the collected data. Contrary to our initial hypothesis that more noncompliant establishments would be located near high schools with large adolescent populations, the analysis revealed that the presence of a high school is associated with a decreased probability of noncompliance, a finding that supports crime pattern theory. Additionally, the likelihood of such establishments increases in areas with a higher proportion of elderly residents, while it decreases in areas with a higher floating population. This supports the routine activity theory, suggesting that juveniles consider crime opportunities, such as the ‘suitable target’, ‘the absence of capable guardians’, when engaging in delinquent behaviors like alcohol consumption. Based on these findings, this study proposes that policies aimed at preventing juvenile drinking and delinquency should be developed in accordance with established criminological theories.
