In 2018, the South-North Korean summit conference three times and U.S.-North Korean summit conference on 12th June came up with the power to break up the structure of cold war on the Korean Peninsula. After the South-North Korean summit conference on 27th April, South Korean President Moon Jae-in and North Korean leader Kim Jong-un announced the ‘Panmunjeom declaration’. It includes improvement and progress in South-North relation, relaxation of military tension and building peace regime on the Korean Peninsula. Problems for building peace regime on the Korean Peninsula include the denuclearization of the Korean Peninsula, the declaration of the end of war, relaxation of military tension, etc. Especially, denuclearization of North Korea is the essential element for peace regime on the Korean Peninsula. So it has to be achieved through the negotiation with U.S. and the South-North Korean summit. Problems for South and North Korea co-prosperity include the installation of South-North joint liaison office in Kaeseung, vitalization of exchange and cooperation, connection and modernization of railways and roads. Particularly, connection and modernization of railways and roads has to release United Nations Security Council Resolution on North Korea. And it needs to have the entire country’s support for huge budget requirement.
