21세기 국제관계의 화두는 신장된 국력을 바탕으로 전방위적으로 펼치고 있는 중국의 회색지대 강압이다. 그 중에서 중국은 주변국들에게 회색지대 강압의 한 부류인 경제적 강압을 즐겨 사용해 오고 있다. 하지만 중국의 경제적 강압에 대한 연구는 정성적 수준에 머무르고 있다. 따라서 본 연구에서는 중국이 경제적 강압을 수행하기 위해 사용하고 있는 경제적 위협행위의 효과성을 정량적으로 탐구하여, 중국이 왜 경제적 강압을 사용하고 있는지를 분석하고, 한국안보에 주는 전략적 함의에 대해 논의하였다. 세계 위기사례(International Crisis Behavior) 통계분석 결과, 경제적 위협은 효과적인 정치적 수단임을 증명할 수 있었다. 특히, 상대국가에게 가장 심각한 위협을 가할 수 있어 높은 목표 달성비가 예상되는 존재 위협과 역사적으로 가장 많이 사용되었기 때문에 목표 달성비가 높을 것으로 예상되는 영토 위협에 비해서도 높은 목표달성비를 보여 주었는데, 이는 매우 주목할 만한 발견이라 할 수 있다. 또한, 국가간 갈등이 발생했을 경우 핵을 보유한 국가가 비보유국에 비해 목표달성비가 높다는 결론을 도출할 수 있었다. 이는 중국과 같은 핵 보유 국가들이 국제법상 무력사용의 원칙적 금지 등, 전통적인 안보수단 활용이 제약을 받고 있는 상황에서도, 경제적 위협행위와 같은 비전통적 수단의 효과성을 더욱 높일 수 있음을 담지하고 있는 것이다. 군사적 수단을 활용한 전통적인 방법이 중국의 지도자에게 주는 부담과 불균형적으로 형성된 한중간 상호의존이 중국의 경제적 강압을 재촉하고 있다. 한중간 상호의존이 점점 비대칭적으로 진행될수록 역설적이게도 대중국 관계의 위험성은 더욱더 커지게 될 것이다. 이는 미중간 패권경쟁의 구도와 맞물리면서 한국의 심각한 안보문제로 전면에 부상하게 될 것이므로, 이에 대한 종합적인 대책이 요구된다.
Abstract
The topic of international relations in the 21st century is the rise of China and the gray zone coercion. Among them, economic coercion has been a popular political tool used by China. Therefore, the purpose of this study is to quantitatively explore the effectiveness of China's economic threat and to derive its strategic implications for Korean security. As a result of International Crisis Behavior(ICB) statistical analysis, it was able to prove that economic threats are a very effective political tool. It shows a relatively high target achievement ratio compared to the existence (survival) threat that can pose the most serious threat to the other country and a high target achievement cost, and the territorial threat that is expected to have a high target achievement ratio because it has been used the most in history. This is a very remarkable discovery. In addition, it could be concluded that, in the event of a conflict between countries, the nuclear-weapon states have a higher rate of achievement than the non-nuclear states. This proves that economic coercion is a politically useful tool in a situation where nuclear powers such as China must constantly pursue their own interests in international relations despite the principle of prohibition of the use of force under international law. The burden placed on China's leaders by traditional methods such as military means and the disproportionately formed interdependence between Korea and China are urging China to use economic coercion against South Korea, so it is necessary to prepare for this. Paradoxically, as the interdependence between Korea and China increases and the economic relationship increases, the risk of the relationship with China increases. Accordingly, Korea's security against China will become more vulnerable, and a comprehensive countermeasure is required.
