중국 특색의 경제제제 전략 －의도, 정책수단과 의도하지 않은 결과－

초록

사드 제재는 부상하는 중국이 파워를 어떻게 사용할지 ‘부상이후 중국문제’를 명시적으로 대변하는 사례다. 영토, 주권, 발전을 핵심 국가이익으로 규정해온 중국은 영토분쟁과 안보문제에대해 과거와는 달리 적극적으로 대응하는 한편 일대일로와 같이주변지역에 대한 적극적인 관여정책을 추진하면서 공세적인 중국(assertive China)논쟁이 가열되고 있다. 사드 배치 이후 한국에 대한 비공식적 제재는 중국이 선린우호와 내정불간섭이라는 전통적인 외교원칙에서 탈피하고 있다는 점에서 주목받고 있다. 본 연구는 시진핑 체제 출범을 전후로 경제적인 수단을 활용한 제재전략의 의도가 부상의 딜레마에 있음을 설명하고, 중국 특색의 제재전략의 정책수단과 그 모순적인 결과를 분석함으로서 한국의 국가전략에 대한 함의를 검토했다.

Abstract

The THAAD sanctions are an example of “China Problem after the emergence,” how the emerging China will use its power. China, which has defined territory, sovereignty and development as core national interests, responds actively to territorial disputes and security issues unlike the past. And assertive China debate is heating up because of active engagement policies such as One Belt and One Road policy. The unofficial sanctions against South Korea since the deployment of the THADD are attracting attention as China is moving away from the traditional diplomatic principles of friendly friendship and non-intervention in domestic affairs. This study explains that the intention of the sanctions strategy using the economic means in Xingping regime is the dilemma of rise and analyzes the policy means and the contradictory results of China’s economic sanctions.
