중국식 경제 강압에 대한 대응방안 연구: 경제안보 시각에서

지난 10년 중국의 경제 강압 사례는 많고, 이에 대한 각국의 대응 유형도 다양하다. 중국의 경제 강압에 대한 대응전략 및 방안은 국가별로 다른데, 우리 정부는 중국의 경제 강압 조치에 대하여 과거 정부가 취했던 저자세가 아닌 완전히 차별화된 정책으로 대응해야 한다. 우리 정부는 엄청난 경제피해 앞에서 너무나 쉽게 굴복했던 지난날의 무원칙 대응과 일련의 악순환을 끊어야 한다. 그리고 이러한 고리를 끊기 위해서는 대중국 경제보복에 대한 대응 행동지침(메뉴얼)을 정립하여 중국 정부뿐만 아니라 우리 국민에게도 명확히 보여줘야 한다. 중국의 경제 강압 조치의 의도를 이해하고 피해 규모를 예측해야 하며, 일단 국가 주권 사항에 조치를 취한 이상 중국의 경제 강압 조치에 쉽게 굴복해서는 아니 된다. 그리고 우리나라 단독이 아닌 동맹국이 함께 중국의 경제 강압 조치에 대응하는 방안을 국제적으로 모색해야 한다.
Abstract
There have been many cases of economic coercion by China over the past 10 years, and each country has responded to them in various ways. Strategies and measures to respond to China’s economic coercion differ from country to country, but the Korean government must respond to China’s economic coercion measures with a completely differentiated policy, not the low attitude that the government took in the past. The South Korean government must break the vicious cycle of past unprincipled responses and succumb too easily in the face of massive economic damage. And in order to break this link, it is necessary to establish an action guideline in response to China’s economic retaliation and clearly show it not only to the Chinese government but also to the Korean people. We need to understand the intention of China’s economic coercive measures and predict the scale of damage, and once we have taken measures on matters of national sovereignty, we must not easily succumb to China’s economic coercive measures. In addition, Korea’s allies, not alone, must internationally seek ways to respond to China's economic coercion measures.
