Abstract

This study interprets Japan’s security policy changes since the acceleration of North Korea’s nuclear and missile development in 2006 not as mere policy adjustments, but as a process of reconstructing its pacifist identity. Employing Strategic Culture Theory—particularly Jeannie L. Johnson’s (2006) four elements of values, norms, perceptive lense, and identity—the research examines how external threats reshaped Japan’s institutionalized norms and discourses, thereby legitimizing policy transformation. The analysis demonstrates that while Japan has formally maintained its pacifist norms, including Article 9 of the Constitution, the exclusively defensive defense posture, and the Three Non-Nuclear Principles, it has simultaneously expanded their interpretation to incorporate limited exercise of collective self-defense, ballistic missile defense, and counterstrike capabilities under the discourse of “Proactive Pacifism.” This process represents not the dismantling of pacifist identity, but its reconstitution that combines external continuity with internal reconfiguration. In other words, Japan’s security policy changes reveal that its pacifist identity has adapted to threat environments through practical measures that grant it new meaning. Consequently, strategic culture emerges not as a static constraint on state behavior, but as a flexible framework that interprets threats, redefines identity, and justifies evolving policy choices. This study shows that Japan’s pacifist identity, after the North Korean nuclear threat, has been reconstructed rather than dismantled, thereby demonstrating the utility of strategic culture theory in explaining identity change and policy adjustment and contributing to the understanding of identity–policy interaction in East Asian security.
